Procurement of Construction Equipments

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, on August 16, 2005.
2. The Government of Islamic Republic of Iran has received a loan from the International Bank for Reconstruction and Development toward the cost of Bam Earthquake Emergency Reconstruction Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for Procurement of Truck Tractors 6×4.
3. The Bam Reconstruction Office now invites sealed bids from eligible and qualified bidders for Procurement of
Lots: Lot no.1
Description: Truck Tractors 6 x 4
Quantity: 30 Units
Bid Security: US$35,000
4. Bidding shall be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.5
5. Interested eligible bidders may obtain further information from Bam Reconstruction Office and inspect the Bidding Documents at the address given below from:
8:00 A.M until 4:00 P.M from Saturday to Wednesday.
6. Qualifications requirements include:
i) Financial Capability
The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
- An Average annual turn over of at least 40 million US dollars in the last 5 years (2002-2003 to 2006-2007)
- Line of credit of at least five million US dollars.
ii) Experience and Technical Capacity
The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
- The bidder shall provide a plan for provision of after sales services and maintenance in Iran, for minimum 5 years from the date of acceptance of the Truck Tractors (Approved by purchaser). Following the execution of the contract the bidder shall guarantee that adequate specialized maintenance capability and expertise will be made available in the country.
- The manufacturer must have :
o Designed and produced similar Truck Tractors for a period not less than 10 years;
o An Average annual production of at least 400 similar Truck Tractors in the last 5 years (2002-2003 to 2006-2007).
o Have at least 2 similar contracts in the last 5 years (2002-2003 to 2006-2007).
o The Truck Tractors offered for supply must be of the most recent series models incorporating the latest improvements in design and must have been in satisfactory operation for a period of 12 months as on the date of bid opening;
o Exported at least 200 similar Truck Tractors to at least three different countries in different climatic zones in the last three years (2004-2005 to 2006-2007) (for foreign firms only) and must have been in satisfactory operation for at least 12 months on the date of bid opening.
o Documentary evidence to demonstrate that the Truck Tractors manufactured shall meet Euro 3 standards.
- If an Agent submits bids on behalf of more than one Manufacturer, unless each such bid is accompanied by a separate Bid Form for each bid and a Bid Security, for each bid, and an authorization from the respective Manufacturer, all such bids shall be rejected as non-responsive.
- The bids of bidders quoting as authorized representatives/ agent of manufacturers meeting with the above requirements in full can be considered only if:
o the manufacturer furnishes authorization in the prescribed format assuring full guarantee and warranty obligations as per GCC and SCC;
o the bidder as authorized representative has supplied, and commissioned satisfactorily at least 30 similar Truck Tractors in any one of the last five years (2004- 2005 to 2006-2007) and they must be in satisfactory operation for at least 12 months on the date of bid opening.
A margin of preference for eligible national suppliers shall be applied. Additional details are provided in the Bidding Documents.

8. Bids must be delivered to the address below on or before August 5, 2008, 14:00 hours Iran Time.
Electronic bidding is not permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person on August 5, 2008 at14:30 hours Iran Time at the address below:

All bids must be accompanied by a Bid Security in US$ or an equivalent amount in a freely convertible currency as indicated in table above.
