Description

Comcover is seeking to appoint a provider deliver a range of Insurance and Risk Management Services collectively badged as Comcover Member Services (CMS).

Comcover is the Australian Government's general insurance fund, administered by the Insurance and Risk Management Branch within the Department of Finance and Deregulation. 

Since 1998, Comcover has facilitated the integration of risk management into government functions and operations by providing comprehensive and responsive risk management and insurance services to Comcover fund members. 

The services Comcover requires include:


1. Services to Comcover and its customers, comprising:
• Account Management Services;
• Marketing Services;
• Events Administration Services;
• Training Administration Services;
• Maintaining Customer Database;
• Insurance Services and Advice;
• Claims Assistance Services; and
• Risk Management Assistance.


2. Services to Comcover, comprising:
• Underwriting Advice and Administration; and
• Claims Management.


3. Information Management Services to Comcover and its customers, including a web based Claims and Underwriting IT database;


4. Limited reinsurance broking services; and


5. Ancillary Services, as required..

Other Instructions

To Register and receive the Tender Request, organisations must complete and return unamended (other than the insertion of details where appropriate) a signed copy of the Deed Poll and a completed copy of the Tender Registration Form.

The completed and executed CMS Provider Tender Registration Form and Deed Poll (together referred to as the CMS Provider Tender Registration Documents) must be faxed or provided in hard copy to:

The Tender Registration Closing Time for the receipt by Comcover of the completed and signed faxed or hard copy CMS Provider Tender Registration Documents is 2pm (Canberra local time) on 23 July 2008.


Only those organisations that satisfactorily comply with these requirements may be issued with a Tender Request.


Where documents are faxed, the original documents should be mailed as soon as possible thereafter.


Comcover expects to forward, via electronic means, the Tender Request and related documents to organisations that have submitted correctly completed CMS Provider Tender Registration Documents within 2 business days after the Tender Registration Closing Time.


In the event it is not practical to provide documents electronically to organisations that have submitted correctly completed CMS Provider Tender Registration Documents, Comcover will forward the Tender Request and related documents via an alternate arrangement.


Where Comcover responds to queries regarding the CMS Provider Tender Registration Documents and the CMS Provider Tender Registration process, the queries and responses will be issued as addenda through the AusTender website up to the Tender Registration Closing Time on a non-attributable basis.


Comcover reserves the right to modify or amend this Tender Registration process.  Modifications or amendments to the CMS Provider Tender Registration, the CMS Provider Tender Registration process, the tender process and the tender documents will be provided as an addenda through the AusTender website, up to the Tender Registration Closing Time.


Modifications or amendments made after the Tender Registration Closing Time will be emailed directly to all organisations that have submitted a completed and signed fax or hard copy of the CMS Provider Tender Registration Documents before the Tender Registration Closing Time.


The onus is on each interested organisation to ensure that its CMS Provider Tender Registration and Tender reflects any modifications or amendments to the CMS Provider Tender Registration Documents, the CMS Provider Tender Registration process, the tender process and the tender documents as notified in any addenda issued by Comcover or, following the Tender Registration Closing Time, directly to the interested organisation by Comcover.


Comcover accepts no responsibility for an interested organisation's failure to avail itself of information surrounding the CMS Provider Tender Registration process, the tender documents or the tender process generally.

Scheduled closing times:
• Registration closing time:
2pm (Canberra local time), 23 July 2008.
• Tender Request closing time:
2pm (Canberra local time), 10 September 2008.

 

Conditions for Participation

Interested organisations note and acknowledge that:


• Comcover may take any steps it considers necessary to confirm the completeness and accuracy of information provided by an interested organisation, prior to issuing that organisation with a Tender Request;


• Comcover reserves the right to check the credentials/bona fides of, or any other matter relating to, any organisation;


• Comcover may, at its absolute discretion, reject an organisation's CMS Provider Tender Registration Documents and decline to provide a Tender Request.  Comcover will advise an organisation of a decision to reject the organisation's CMS Provider Tender Registration Documents and, on request, provide a written explanation of that rejection;


• Comcover will only provide one Tender Request per interested organisation that has submitted a completed faxed or hard copy of the CMS Provider Tender Registration Documents by the Tender Registration Closing Time;


• Comcover does not intend to accept any amendments to the CMS Provider Tender Registration Documents (other than where those documents require information to be provided), unless an organisation proposing amendments is able to demonstrate circumstances justifying such amendments.  Comcover will have an absolute discretion as to whether it agrees to the making of any amendment and whether it offers the same amendment to other organisations.  Even where Comcover agrees to such amendments, any potential delay in the issuing of a Tender Request associated with Comcover's consideration of the proposed amendments, and their justification, is unlikely to be considered as sufficient grounds to merit an extension to the Tender Closing Time;


• Comcover may, at its absolute discretion, cease to proceed with this Tender process, change the structure and timing of this Tender process and/or suspend or vary this Tender process or any part of it at any time;


• Comcover is not liable for any costs or expenses incurred by an interested organisation in submitting the CMS Provider Tender Registration Documents or a response to the Tender Request, whether or not an organisation registers an interest or participates in any subsequent tender process for the provision of Comcover Member Services;


• Comcover may, at its absolute discretion, cease to proceed with this Request for Tender process ,change the structure and timing of this Request for Tender process and suspend or vary this Request for Tender process or any part of it.


An interested organisation that lodges with Comcover the CMS Provider Tender Registration Documents is deemed to have accepted those conditions of registration.

Timeframe for DeliveryIt is expected that the Service Provider will be appointed in December 2008 for an initial period of three years, commencing in March 2009 and that Comcover will have options to extend for further multiple periods of up to 24 months in aggregate.
