Request for Proposal – Cellular Wireless Services and Devices

The City of Ottawa, hereafter to be referred to as the “City”, has issued a request for proposals (RFP No. 00308-91575-P01) for the provision of Cellular Wireless Services and Devices for a two-year contact term with an option for an additional one year extension.

It is the City’s intent, upon completion of the selection process described within the RFP to thereafter enter into a contract with a selected proponent for the provision of the Services as described herein.

The contract with the selected proponent will include fully managed end-to-end cellular wireless services that include, in addition to air time plans for wireless voice and wireless data services, provisioning all wireless devices including all cell phones, Window-OS smart phones and cellular data air cards, and potentially, in the future, BlackBerry devices being provided to selected City staff end users.

The Contractor will be required to provide:
·    Training – online and face to face – to the City’s Cell Phone Program Administrators and to end users as needed.
·    Business hours services/helpdesk support to City end users (8am to 6pm Monday through Friday).
·    Wireless device management including configuration, shipping, over-the-air maintenance including OS and application updates. When a user account is terminated, the provider is expected to erase all data on the device and then either redeploy it to a new City user or responsibly destroy or recycle it.

The City will only consider the highest point rated compliant offers or proposals. The RFP process of evaluation and basis of selection/award set out in the RFP document will determine the proposal that offers the best overall value to the City.

If a Proponent obtains this document by means other than through MERX, the accuracy of the document and receipt of any addenda will be the sole responsibility of the Proponent.
