REQUEST FOR EXPRESSION OF INTEREST AND TO BID

The BANGKO SENTRAL NG PILIPINAS (BSP), through its Bids and Awards Committee (BAC), invites prospective consultants to apply for eligibility and shortlisting and if found eligible and short-listed, to bid for the Conduct of Consumer Finance Survey (CFS) for the Year 2008, per BSP Terms of Reference.

The Approved Budget for the Contract (ABC) for this consultancy services is P24 Million.

The scope of the work includes, among others, the conduct of a nationwide CFS where the samples are divided into two (2) major areas, namely: NCR and those outside the NCR, specifically regions I, VII and XI. The contract shall be for the conduct of the 2008 survey where the data collection shall start in October 2008. Each major area shall have a sample size of about 5,000 households or a total of 10,000 samples nationwide. The Contractor's responsibilities shall include: a) survey design; b) conduct of survey (e.g., survey enumeration/data collection, field supervision, field editing and call backs); and c) data encoding and processing.

The list of minimum eligibility requirements is indicated in the Eligibility Form. Eligibility of prospective consultants shall be checked using a non-discretionary "pass/fail" criteria. Interested consultants must meet the following criteria:

1.0 The prospective consultants must have a minimum of two (2) years experience in the conduct of nationwide surveys.

2.0 The prospective consultants must have a minimum of five (5) computers that can be used for data encoding purposes.

3.0 The prospective consultants must have at least five (5) technical staff each with at least two (2) years experience in the conduct of surveys. The Permanent Survey Director /Manager to be assigned to this project must be at least a degree holder.

4.0 The prospective consultants must have a bank deposit of at least one million pesos.

The Bangko Sentral ng Pilipinas shall evaluate bids using the Quality-Cost Based Approach procedure through a weighted scoring system that simultaneously considers both the overall technical quality of the proposal and the financial bid (60-40). The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

The list of eligibility requirements may be obtained from the BAC Secretariat upon submission of a letter of intent and upon payment of a non-refundable fee of P500.00.

Bid documents will be available only to short-listed bidders (top 5 shall be considered) upon payment of a non-refundable fee of P12,000.00.

The provisions of Republic Act No. 9184 and its Implementing Rules and Regulations relative to the bidding and award of contract shall apply.

The BSP reserves the right to reject any or all bid proposals, or declare the bidding a failure, or not award the contract, and makes no assurance that a contract shall be entered into as a result of this invitation. Furthermore, BSP is not obliged to compensate/indemnify the consultant for any expenses or loss that may be incurred in the preparation of bid nor does it guarantee that an award of contract will be made.
