The Department of Commerce/National Institute of Standards and Technology intends to negotiate on a sole source basis with Infolytica Corporation, Place du Parc, 300 Leo Pariseau, Suite 2222, Montreal, Quebec, Canada H2X 4B3; to provide OptiNet, True Windows GUI, (Microsoft Windows); maintenance for twelve months (including with Indefinite licenses, excluding upgrade purchases); with 2D+3D Discrete and continuous optimizers; and MagNet corresponding simulation software package. Additionally, one year maintenance for the system consisting of technical support and updates to the present software configuration; consisting of the following MagNet Options, True Windows GUI (Microsoft Windows x 32); to include static 2D Solver; Static 3D Solver; Parameterization module; Scripting; and 3D Solid Modeler. Infolytica Corporation is the manufacturer of this software and the sole provider of the corresponding maintenance contract. This software is required to maintain complete compatibility with a large body of work previously done for the Mass Competence Project, which used this software. Should another software brand be purchased, this would require duplicate effort and additional costs to the Government in terms of time and funding. A fixed price purchase order will be issued on or about July 8, 2008, and the period of performance shall be August 1,2008 through July 31, 2009. The Government intends to solicit only this one source under the authority of FAR 13.106-1(b).Interested concerns may identify their capabilities by submitting a capability statement that demonstrates in written narrative format their ability to meet the requirement and objectives as described in this synopsis. Capability statements may be e-mailed to Barbara.Suhrie@nist.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a request for quotation. A determination by the Government whether to compete this proposed requirement is solely within the discretion of the Government.
