Request for Expressions of Interest
Technical Assistance to the Early Childhood Education (ECE)


1. This Request for Expression of Interest follows the General Procurement Notice for this Project that appeared in United Nations Development Business online 06 June 2008 and be published in paper form, issue no. 729 of 30 June 2008.

2. The Royal Government of Cambodia through the Ministry of Economy and Finance has received a grant (Grant No. TF 092097) from the International Development Association (IDA) towards the costs of the Education Sector Support Scale Up Action Programme. The objective of the Programme is to assist the Kingdom of Cambodia to speed up the progress towards improved grade 1 right-age entry, net enrollment, retention, progression rates and grade 6 completion rates in primary education. The assignment is expected for a contract of six months, with a possibility of a further contract extension.

3. The Royal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Crown Agents as Procurement Agents for selected World Bank funded projects in Cambodia.

4. The Ministry of Education, Youth and Sports (MOEYS) as the implementing agency for the Project, intends to use part of the proceeds of the grant for the services of a qualified Individual Consultant to undertake the technical assistance to the Early Childhood Education (ECE) Department under the MOEYS. The TA consultant shall undertake among others, 1) assist the ECE Department to ensure the quality, timely implementation of Early Childhood Development (ECD) activities included under ESSSUAP; 2) assist the ECE Department to develop and implement a monitoring plan; 3) facilitate collaborations between ECE Department and all relevant partners in the field of ECD; and 4) develop policy and strategies for ECD and Capacity Building.

5. The selected consultant should meet the following qualification:

• Higher degree (MA or Ph.D.) in relevant field;
• Expertise in monitoring and evaluation, particularly in early childhood education development, including working knowledge of computer software packages such as SPPS and/or STATA;
• At least three years of relevant applied experience in low-income countries;
• Strong team work and capacity building skills;
• Sensitivity to the cultural context;
• Fluency in spoken and written English; and
• Previous experience collaborating with the World Bank, knowledge of the Cambodian context and Khmer, are desirable.

6. Acting for and on behalf of the Ministry of Education, Youth and Sports, Crown Agents request expressions of interest from qualified individual consultants to undertake the aforementioned services. The successful applicant will be selected in accordance with the procedures set out in Section V, Selection of Individual Consultants under the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.

7. In submitting expressions of interest, interested individual consultants must provide a copy of their updated curriculum vitae, indicating personal and technical skills, academic qualifications, experiences in similar assignments and names of at least three (3) referees with contact (phone or fax and e-mail address). Expressions of Interest may be submitted electronically.

8. Interested individual consultants may obtain copies of the Terms of Reference (in English) for the assignment from Monday to Friday between 0830 to 1730 hours, from the address bellow.

9. Expressions of interest must be submitted to the address below on or before 17:30 hours, 23 July 2008.
