SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Operation of rail-mounted track maintenance machines.

II.1.5) Short description of the contract or purchase(s): Iarnród Éireann
- Irish Rail will be inviting tenders for the operation of a selection of
rail mounted track maintenance machines which may include the following:
1. Tamping machines P&C and plain-line
2. DTS machine
3. Sleeper Changing Machines
4. Adhesion application/GP machine
5. Track recording vehicle
6. Regulators
7. Possible other machines such as Ballast Cleaner system
The contract will be awarded to two suppliers and is divided into two lots
(see II.1.8).
Iarnród Éireann has/will purchase(d) the machines and this contract
involves the operatoin of these machines at various locations throughout
the Iarnród Éireann network as the work load demands.
The operation of the machines will require the provision of a satisfactory
Safety Case to Iarnród Éireann.
The heavy maintenance will be performed by Iarnród Éireann.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Iarnród Éireann will require the
successful contractors to operate the vehicles for a period of 3 years.
Iarnród Éireann reserve the right to assess its asset and impose
conditions to protect it's asset from degradation during the term of the
contract.
Estimated value excluding VAT:
Range: between 8 000 000 and 10 000 000 EUR.

LOT NO 2
TITLE Remainder of Rail Network
1) SHORT DESCRIPTION: Lot 2 - Operation of a selection of rail mounted
track maintenance machines on the remainder of the Rail Network including
approximately 900 miles of track.
2) COMMON PROCUREMENT VOCABULARY (CPV): 50225000.
3) QUANTITY OR SCOPE: Contract period 3 years.
estimated cost excluding VAT: 2 400 000 EUR.
LOT NO 1
TITLE East Coast Lines
1) SHORT DESCRIPTION: Lot 1 = Operation of a selection of rail mounted
track maintenance machines on the East Coast including approximately 230
miles of track.
2) COMMON PROCUREMENT VOCABULARY (CPV): 50225000.
3) QUANTITY OR SCOPE: Period of Contract 3 years.
estimated cost excluding VAT: 600 000 EUR.
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: Performance Bond.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: To be agreed with
the successful tenderer.
III.1.3) Legal form to be taken by the grouping of economic operators to
whom the contract is to be awarded: A grouping if successful must be
prepared to contract as a single entity having joint and several liability
with the members of the group.

contract is subject: No.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Please
provide the information required in Section III.2.2 and III.2.3.
If the application comes from a group/consortium, please provide details
for all parties, clearly indicating which company will be taking the lead
in the project.
III.2.2) Economic and financial capacity: a. Current Bankers reference;
b. Evidence of turnover for the last 3 financial years and percentage of
turnover relevant to the delivery of similar products;
c. Details of relevant insurances, including Product/Public Liability,
etc;
d. Details of quality assurance systems in place, including a copy of
third party certification (if applicable).
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: e. A brief description of the company
including an organisational chart, manpower levels and skills base;
f. A list of the principal deliveries of similar services effected in the
past 3 years to the railway industry, with sums, dates and recipients and
in particular to established European Railway administration and/or
elsewhere;
g. Contact names and details for three or more referees who may be
contacted on a confidential basis in order to attest to the suppliers
quality and service;
h. A description of your technical facilities including testing and
commissioning facilities;
i. A general description of the services to be offered and support
services available;
j. Please provide details of your Health & Safety and Safety Case
experience (if available), especially in a railway environment;
k. If a sub-contractor/sub-consultant will be used, please provide details
as above and clearly indicate the work they will be responsible for.

Iarnród Éireann will not be responsible for any costs, charges or expenses
incurred by candidates or tenderers whether or not a contract is awarded.
Any resulting contract will be a contract governed by Irish Law and shall
be subject to the exclusive jurisdiction of the Irish Courts.
