The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis a requirement for services to provide deployment software support and beta testing in support of the Navy Recruiting Commands management of its Delayed Entry Program (DEP). The Navy Applicant Management Information System (NAMIS) and its front-end web site MyNavySpace.com is a custom software application that assists recruiters in performing their mission of tracking recruits in the DEP. It also allows recruits to complete web-based training on DEP Personal Qualifications Standards (PQS). The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with ASM Research, Inc. for this requirement. The required services are to be procured on a sole source basis to ASM, the only known vendor capable of providing the instant requirement to meet the needs of the Commander, Navy Recruiting Command, Millington, TN, since ASM originally developed NAMIS and MyNavySpace.com. Interested persons may identify their interest and capability to respond to this requirement by the specified response date. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 541511 and the small business size standard is $23M.
