Expressions of interest

The Government of the Islamic Republic of Afghanistan has received a grant from the World Bank toward the cost of achieving Sustainable Development of Natural Resources in Afghanistan. The Project is being implemented through a Program Management Unit (PMU) within the Ministry of Mines.
The Ministry is now seeking an individual consultant to act as Adviser to the Minister of Mines on matters relating to hydrocarbons policy, strategy and legal advice.
Total assignment will be for 1 year with extensions up to 3 years available by agreement.

The Consultant will reside in Kabul and will have the following responsibilities:

• Review the original and final Hydrocarbons Law, draft Regulations, comments provided on both the current Hydrocarbons Law and Regulations by a petroleum lawyer, and comments by the MoJ on the draft Regulations to implement the current Hydrocarbons Law.
• Review the revised draft Hydrocarbons Law and draft Regulations associated with the revised draft Hydrocarbons Law, and work with both the Ministry and MoJ to establish a clear and transparent legal framework consistent with international practice.
• Monitor progress of the revised draft Hydrocarbon Law through Parliament.
• Develop and help the Ministry implement a strategy for dealing with investor inquiries and disseminating technical information in cooperation with other donors and any consultancies that may be recruited by the World Bank to assist the Ministry in the tender of hydrocarbon blocks.
• Advise Ministry staff on questions they may have concerning hydrocarbon issues, contractual matters, and the preparation and execution of tenders for hydrocarbon blocks.

Candidates should fulfil the following requisites:

• Advanced University degree in Petroleum Engineering or Law
• At least 15 years experience in the upstream international oil and gas industry, including business development, strategic planning, and technical management
• Experience with contract and agreement negotiation
• Thorough knowledge of production sharing arrangements and contracts
• Membership in the Association of International Petroleum Negotiators an advantage
• Excellent spoken and written English essential; knowledge of Dari or Farsi an advantage.

The consultant will be selected in accordance with the procedures set out in the World Bank’s Section V of Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).
