Expressions of interest

The National AIDS Control Organisation (NACO) has received financing from the World Bank and DFID toward the cost of the National AIDS Control Project Phase – III, and intends to apply part of the proceeds for this assignment. The NACP-III has the communication strategy as follows:
• Motivate behavioural change in general population and specific target groups including the High Risk Behaviour Groups (CSWs, IDUs & MSM) and Bridge Populations (clients of sex workers, migrants and truck drivers) and other key populations
• Dispel myths and misconceptions, raise awareness levels about risk and the need for behavior change
• Create an environment free from stigma and discrimination
• Promote use of condoms
• Promote voluntary blood donation
• Generate demand for services such as testing and counseling, services for STI and ART

The consultant services include:
• Development of audio-visual materials such as PSAs for Radio & TV and advertisements for print media.
• Prototypes for outdoors/display materials - posters, hoardings, bus shelters, illuminated signages, exhibition materials etc
• Development of flipcharts and the communication material for specific populations.
• Ensure that NACO’s ICTC, STD clinics and ART centres are made information friendly by adequate display /availability of IEC material.

NACO now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide the following information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may associate to enhance their qualifications. In view of the likely size of assignment, it is proposed to consider relatively larger agencies having adequate financial, managerial and technical resources, and with proven relevant experience in implementing projects of similar nature and size. They may submit the following documents:

1. Capability Statement including total turnover of the company along with audited accounts of the last three years.
2. Agency background and profile including brief CVs of key personnel
3. A current list of clients and brief description of services performed for them.
4. Experience in social communications with preference on health – preferably in HIV/AIDS, reproductive health and social marketing. (Please do not enclose specimens of work at this stage)

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition which may be seen at NACO’s website at www.nacoonline.org).
