Psychological Risk Assessments

Background:

Correctional Service Canada (Ontario Region) has a requirement to provide specialized psychological risk assessment services to federal Inuit sex offenders at the Fenbrook Medium Institution; located in Gravenhurst, Ontario.

Current Requirements:

Correctional Service Canada (C.S.C.) intends to establish a contract for the provision of psychological risk assessments.

Deliverables:

The following scope of work applies to the contract. Work to be performed under the contract includes, but is not limited to the following:

-    to complete intake assessments of inmates
-    to complete pre-release risk assessments of inmates
-    to utilize a relapse prevention model focusing on the offender's offence cycle with the reduction of the risk to re-offend being a primary treatment objective.
-    to provide sex offender intake risk assessments of offenders
-    to provide an evaluation of risk of sexually assaulting staff members
-    to offer opinions in relation to need for assessment
-    to provide the offender with feedback regarding the psychological evaluation
-    to provide reports and all assessment/psychometric data to the institutional Psychology Department regarding the psychological evaluation

Mandatory Requirements:

To fulfil the requirements of the contract; the source must have the following qualifications and experience:

The source must possess a Ph.D/Master’s degree in psychology.

The source must be registered with the College of Psychologists of Ontario.

The source must be licensed for autonomous practice.

The source must demonstrate a recognized area of competence in forensics with adult male offenders as a sex offender treatment specialist.

The source must be familiar with the Inuit culture.

The source must be able to perform specialized sex offender risk assessments.

Sources must be able to obtain a Correctional Service Canada Security Clearance to the level of Enhanced Reliability.

Contract Period:

The contract period will run from approximately August 1, 2008 to July 31, 2013.

Estimated Cost:

It is intended to award a professional service contract for an approximate amount between $50,000.00 and $150,000.00 (excluding GST).

Limited Tendering Reasons:

The contract is proposed under the Government Contracting Regulations, Section 6 (d) that states “only one person or firm is capable of performing the contract”.

Dr. Dana Anderson has provided this service to Correctional Service Canada – Ontario Region in recent years and has a high degree of familiarity with the mandate and objectives of the program offered by Correctional Service Canada.

This requirement is not subject to the trade agreements.

Intellectual Property:

The intellectual property arising from this contract will rest with the Crown (Canada to Own) due to prior obligations of the Crown, statutes or regulations such as the Privacy Act.

Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the Contracting Authority identified in this notice on or before 2:00 pm, July 10, 2008.

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

Statements of capabilities must be mailed or faxed on or before the closing date. Statements of capabilities received on or before the closing date will be considered solely for the purpose of deciding whether or not to conduct a competitive procurement. Information provided will be used by the Crown for technical evaluation purposes only and is not to be construed as a competitive solicitation.

Suppliers that have submitted a statement of capabilities will be notified in writing of C.S.C.’s decision to continue with the non-competitive procurement or to compete the requirement.

The C.S.C. file number, the contracting officer's name and the closing date of the A.C.A.N. must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any procurement.

Documents may be submitted in either official language of Canada.

What is an Advance Contract Award Notice (A.C.A.N.)?

An Advance Contract Award Notice (A.C.A.N.) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a goods, services or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the A.C.A.N., the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the A.C.A.N., the contract may then be awarded using the Treasury Board's electronic bidding authorities.

If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meets the requirements set out in the A.C.A.N., the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.
