NASA/LaRC has a requirement for transferring a set of individual researchinstruments, into an integrated airborne operational instrument suite to measure withhigh precision CO2 column mixing ratios using an airborne laser system. This aircraftinstrument suite will address the specific needs for the measurement of atmospheric CO2for field campaigns with the North American Carbon Program (NACP) and will provideimportant capability for NASA for the Calibration/Validation of the Orbiting CarbonObservatory (OCO) and Active Sensing of CO2 Emissions over Nights, Days, and Seasons(ASCENDS) Missions.NASA/LaRC intends to purchase the items from ITT Industries Space Systems of Fort Wayne,Indiana based on ITT's capability to produce the required data from an existing,proprietary fiber-based CO2 lidar that meets the requirements for NASA's operationalmeasurement and validation of CO2 columns over a wide array of environmental conditions. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing and submitted electronically to the identified point of contact notlater than 4:30 p.m. local time on 8 July 2008. Such capabilities/qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed; Cynthia C.
