CONSULTANT REQUIRED: WEBSITE EDITING SPECIALIST

This Specific Procurement Notice follows the General Procurement Notice (GPN) for this project that appeared in dg-Market of 9th April 2007 and UNDB of 10th April 2007.
1. Background
The Government of Southern Sudan (GoSS) has formulated a project on “Capacity Building, Institutional and Human Resources Development (CABIHRD)” which is being financed by the Multi Donor Trust Fund for Southern Sudan (MDTF-South). The MDTF-South pools resources of donors and the GoSS for the reconstruction and development of Southern Sudan. The MDTF is managed by the World Bank and all MDTF resources are used in accordance with the procurement and financial procedures of the World Bank. It is intended that part of the proceeds of this grant will be applied to eligible payments under the contract for provision of consultant services on: Website Editing for the Ministry of Information and Broadcasting.

The Ministry of Information and Broadcasting (MoIB) within GoSS is one of the ministries responsible for implementing the CABIHRD project in collaboration with other Government ministries and agencies. A Project Management Group has been formed which is headed by the Director General of the Capacity Building Unit (CBU) and consists of Team Leaders for the different components of the project. The Project has an implementation period extending till end 2009.

2. Objectives: The objectives of this consultancy are:

• to develop public information products to be posted on a Government of Southern Sudan (GoSS) official website;
• to establish strategies and guidelines for content development and dissemination of public information through an official GoSS website;
• to create capacity in website management and editing skills for personnel at the MoIB who will eventually assume permanent website management duties.

3. Description of Services. The Consultant shall do everything necessary to assist the MoIB to achieve the objectives stated above; and in doing so shall carry out all necessary tasks, including but not necessarily limited to the following:

(i) Manage, in cooperation with other Public Information staff, development of content and technical posting of content to an official GoSS website;
(ii) Develop new content targeted to identified audiences;
(iii) Update and revise existing content and graphics, including photos, video clips etc., in a timely manner, ensuring overall accuracy, consistency and quality of the GoSS website;
(iv) Develop and document guidelines for writing, translating, publishing and maintaining GoSS websites – including editorial guidelines regarding substance, tone, style, voice, vocabulary and best practices for internet-based public communications;
(v) Conduct marketing activities such as analysis of marketing tools to target specific audiences; Add to keywords based on site analysis findings; Increase cross-linking with partner sites; Work closely with content and technical teams to utilize e-newsletters and “Alert Systems” to proactively reach the target audiences;
(vi) Conduct stakeholder analysis for the MoIB to determine strategies to expand user access to the GoSS website and its information;
(vii) Train MoIB Public Information personnel to perform all the duties related to website editing.

4. Deliverables.
The Consultant shall provide an Inception Report, Quarterly Status Reports and a Final Report.

5. Extent of the Services

Place of the assignment is Juba, Southern Sudan and the period of appointment is one year, with a possible one-year extension subject to satisfactory performance and funding.

6. Minimum Education/Experience Required

• University Degree (BA/BSc.) in Communications, Journalism, International or Public Affairs (MA/MSc. degree preferred). Equivalent professional experience may be considered.
• Minimum seven (5 years of relevant work) experience, including training of Website Editing personnel
• Minimum five (5) years experience producing internet-based content
• Proven experience with HTML software applications; Strong computer skills; proven expertise in Microsoft Office applications (MSWord, PowerPoint, Excel) required
• Excellent oral and written communications capabilities in English language.
Spoken and written fluency in Arabic preferred

7. Selection and Compensation. The consultant will be competitively recruited and appointed by the GoSS in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004. Compensation will be based on qualifications.
