This Request for Expressions of Interest follows the General Procurement Notice for this project that appeared in UN Development Business online on February 1, 2008.

Georgia has received a credit from the International Development Association (IDA) and intends to apply part of the credit proceeds to payments under the contract for Development of Policy Recommendations to Support Modernization of Nursing Education in Georgia.

The Georgia Health and Social Projects Implementation Center invites eligible consulting firms who have international expertise experience to provide significant levels of consulting services to enhance the capacity of the Government of Georgia in the outlined task. The services will cover (i) development the policy recommendations on institutional changes, requirements/standards for institutions, training quality assurance and costing of education; (ii) defining nurse competencies and professional standards; (iii) presenting a core curriculum including implementation strategy and recommendations on development of training materials; (iv) developing recommendations on building health workforce strategic planning and monitoring capacity; and (v) providing recommendations on nurse training quality assurance systems.

For presenting all of this it is expected that the consulting firm will: (i) carry out stakeholder analysis; (ii) conduct key informant interviews, focus group discussions, round table discussions and workshops with participation of key stakeholders; (iii) review related policy documents, existing standards and legal provisions, programs, reports, statistical information etc; (iv) deliver advices to international and local organizations in the field of medical education; and (v) present main findings and recommendations through workshops, interim progress and final reports.

Required Qualifications for Consulting Firm:

a)10 years organizational experience in Educational System reforms and/or Human Resources for health planning and management;
b)Demonstrated expertise in designing medical educational programs for doctors and/or nurses;
c)Demonstrated ability to perform similar, complex assignments in a limited time;
d)Work experience in the countries of Eastern and Central Europe will be an asset.

For these tasks execution the Consulting Firm should have the following experts in the key staff: HR Policy and Planning Expert; Expert in Curricula Development; Expert in Quality Assurance and Management.

The duration of the assignment is around 12 months.

Interested firms must provide information demonstrating that they are qualified to perform the services (Letter of Expression of Interest, company’s profile and track records of similar projects executed). Expressions of interest must be delivered to the address below not later than July 8, 2008.

Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997 and January 1999).
