Sites Operations, Maintenance & Engineering Services for the Cana
ian GeoSpace Monitoring Program

The Canadian Space Agency (CSA) has a requirement for the provisi
n of operations, maintenance and engineering services to the ongo
ng Canadian GeoSpace Monitoring (CGSM) program.

The original contract will be for a period of five years from con
ract award.

Mandatory and Point Rated Criteria:

Proposals for this requirement will be evaluated using both manda
ory and point rated criteria:

Mandatory:

At bid closing time, the Bidder must:

M1) The Bidder (proposed Prime Contractor) must be a Canadian Bas
d Supplier. (A Canadian Based Supplier means all commercial ente
prises, universities, and non-profit organizations resident and o
erating in Canada and incorporated, registered or recognized as s
ch, under federal or provincial legislation and which carry out a
tivities in Canada.)

Point Rated: There are also Technical and Management criteria th
t will be point rated. Details can be found in the Request for P
oposal document.

Selection Method - Lowest Evaluated Price per Point

To be considered responsive, a bid must:

(a) meet all the Mandatory Requirements of the bid solicitation;
(b) obtain the required minimum points for the criteria with a p
ss mark;
(c) obtain the required minimum points for each group of criteri
with a pass mark; and
(d) obtain the required minimum of 60 points for the criteria wh
ch are subject to point rating specified in the bid solicitation.
The rating is performed on a scale of 100 points.

Bids not meeting (a) or (b) or (c) or (d) above will be declared
on-responsive. Neither the responsive bid that scores the highes
number of points nor the one that contains the lowest price will
necessarily be accepted. The responsive bid with the lowest eval
ated price per point will be recommended for award of a contract.
In the event that two or more responsive bids achieve the identi
al lowest evaluation price per point, the bid with the highest te
hnical score will be recommended for award of a contract.

The evaluated price per point will be determined as follows:

Other Considerations: Ownership of Intellectual Property develop
d under this requirement will vest with the Crown.
