SECTION II: OBJECT OF THE DESIGN CONTEST/DESCRIPTION OF THE PROJECT
II.1) DESCRIPTION
II.1.1) Title attributed to the design contest/project by the contracting
authority/entity: Creation of a concept for architectonic and urbanistic
solution for a pedestrian bridge on the Vardar River.
II.1.2) Short description: 1. Urbanistic solution 1:500 and 1:1000 2.
Bases of all the characteristic levels 1:100 3. Intersections - at least
two (2) 1:100 4. All the views 1:100 5. Street views from all angles 1:200
6. 3D portrait: at least three of the exterior and two of the interior
architectonic space 7. Photo-edit of the assigned photograph 8.
Elaboration of the idea, analysis of the concept 9. Essay, written
description of the solution (maximum 2000 characters) 10. Economy of the
solution and energetic efficiency of the object.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CRITERIA FOR THE SELECTION OF PARTICIPANTS: Successful programme
contents Full representation of the required contents Technical equipment
of the competing work Functionality and spatial structure Conceptual
urbanistic solution with a special attention paid to the approaches to the
object Feasibility Insuring appropriate approach for handicapped persons
and persons with special needs The achieved qualities in balance with the
surrounding ambient Traditionalism, originality and innovativeness of the
proposed project Type characteristics and features of the used materials
and their durability Seismic stability Support to the public area of the
location, the Vardar Quay.
III.2) PARTICIPATION IS RESERVED TO A PARTICULAR PROFESSION: Yes.
The competition is public and anonymous. Domestic and foreign legal
entities registered for performing the activity subject of this
competition and domestic and foreign individuals - graduated engineers -
architects are eligible for participation in this competition. The
procurer of this competition offers the participants the following
materials at their disposal: Invitation to the competition Project
programme for Creation of a conceptual-architectonic and urbanistic
solution for the pedestrian bridge on the Vardar River in Skopje. (written
and graphic section) Each of the participants that collected the required
documentation is eligible to compete with one work. The works are
submitted in the format 70 x 100 cm, in a sealed package with the
inscription Pedestrian Bridge on the Vardar. Each of the annexes must be
numbered with an ordinal number in the lower right corner and a code
(maximum five letters) in the upper right corner, and bounded with a
hardcover, which has the list of the attachment written at the inner side
according to their ordinal number. The graphic representation of the
attachments must be at the level of a conceptual project, while the choice
of the technique of the presentation is free. The written part of the work
must be bounded with a separate cover in A4 format and in 2 copies. In
order to achieve a complete anonymity of the competing work, the works
must be submitted in a closed envelope with the annotation *Public
procurement Competition No.01/08* - coded - Do Not Open! The information
of the author must be stated separately in a separate closed envelope
submitted in the work with the annotation "Author" and marked with the
identical code. In another envelope with the annotation "Return Address
for the work" coded in the same manner, the address where the work that
was not awarded or purchased should be stated. The candidates that apply
to the competition must give their consent for disclosure of their
identity after the opening of the competing works. The work must be
submitted in opaque and sealed envelope protected from damages during the
transport.
SECTION IV: PROCEDURE
IV.1) TYPE OF CONTEST: Open.
IV.3) CRITERIA TO BE APPLIED IN THE EVALUATION OF PROJECTS: The
evaluation of the works will be performed by a jury commission, whereby
one of the members will be an architect with international references. The
commission has a reporter and secretary. The members of the jury
commission, the secretary and the reporter are not eligible to participate
at the competition. After the completion of the work of the jury
commission, an exhibition of the competing works will be organized. The
works which will not be awarded or purchased, will be returned to the
participants of the competition after the end of the exhibition.

Number and value of the prize(s) to be awarded: — First price: 300 000
denars - Second place: 200 000 denars - Third place: 100 000 denars - Two
purchases in amount of: 30 000 denars.
IV.5.2) Details of payments to all participants: The payments of the
prizes will be made to the personal accounts of the winners which will be
given upon request on behalf of the contracting authority.
IV.5.3) Follow-up contracts: Yes. Any service contract following the
contest will be awarded to the winner or one of the winners of the
contest.
IV.5.4) The decision of the jury is binding on the contracting
authority/entity: No.
SECTION VI: COMPLEMENTARY INFORMATION
VI.1) DESIGN CONTEST RELATED TO A PROJECT AND/OR PROGRAMME FINANCED BY EU
FUNDS: No.
VI.2) ADDITIONAL INFORMATION: The works which do not contain all the
elements described with this competition, i.e. which are incomplete or
submitted after the deadline, will not be taken into consideration by the
commission. The jury commission will perform the evaluation and will
announce the results of the competition within 30 days after the expiry
date of the competition. The works that are not going to be accepted will
be returned within 10 days after the completion of the procedure. The
Ministry of Culture will purchase the work which fully satisfies the
propositions of the competition and will conclude author's contract for
purchasing the rights of the work, i.e. transfer of the copyrights
necessary for further use of the work in the purpose of this competition.
The purchase will at the same time represent the author's fee for the
transferred copyrights for using the work, which will be decisively
determined with a contract.
