SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): HIE are seeking
a suitably qualified and experienced supplier to assist them in ensuring
compliance with the EU Energy Performance of Buildings Directive
2002/91/EC. HIE requires a certified and licensed Energy Performance
Certificate (EPC) supplier who will provide a consultancy service, whilst
offering best value in the expenditure of public funds.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Under the EU Energy performance of
Buildings Directive (2002/91/EC) every building or unit will require to
have an EPC when it is constructed, sold or leased. From January 2009, in
Scotland, this legislation will apply to all existing buildings (whatever
the internal floor area). In addition, any public building over 1000m²
will require an EPC which must be displayed in a prominent position where
it can be seen by members of the public. HIE currently has in the region
of 230 properties spread throughout the HIE region (of which approximately
15 are level 3 or 4 buildings, ie those buildings that are considered to
be of a complex nature) which are thought to require an EPC. The majority
of which are owned by HIE, but in addition there are approximately 16
further buildings that are occupied by HIE. Suppliers will be required to
identify properties affected by the EPC directives by referring to HIE
records The objectives of the contract are to provide the following
services to HIE: 1. Desktop information gathering and collation of records
2. Undertake property surveys to meet identified needs 3. Provision of
reports & EPC certificates 4. Production of a comprehensive programme of
survey work 5. Provision of advice under the EPC directive.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 24 (from the award of the contract).
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: Joint and several liability.
III.2) CONDITIONS FOR PARTICIPATION
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: The supplier must be a member of an
organisation that has entered into a protocol agreement with the Scottish
Government (http://www.sbsa.gov.uk/european_issues/epcprotocols.htm ) e.g.
Building Research Establishment (BRE), The Chartered Institution of
Building Services Engineers, Scotland (CIBSE Scotland), The Association of
Building Engineers (ABE), The Energy Institute (EI), The Royal Institution
of Chartered Surveyors (RICS), The Heating and Ventilation Contractors
Association (HVCA), National Energy Services (NES) and Elmhurst.
Certificates can only be issued by a licensed assessor who must be a
member of one of the protocol organisations. The successful supplier must
be able to provide evidence of experience, qualifications and appropriate
training on SBEM (Simplified Building Energy Model), Surveying and
Services.

IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Restricted.

tender or to participate: Envisaged minimum number: 5.
Objective criteria for choosing the limited number of candidates:
Candidates who will be invited to tender (ITT) will be selected from their
PQQ submissions. PQQ Scoring will be based on capability and capacity to
deliver the proposed contract. Capability and capacity each account for 50
% of the available PQQ scores. You should complete all sections on the PQQ
website. Your capability and capacity will be determined objectively based
on the responses you provide to the PQQ questions. The highest scoring PQQ
submissions will be invited to tender (ITT).
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.
