II.1.4) Short description of the contract or purchase(s): Kent County
Council (KCC) is looking for a partner to supply a public service network
(KPSN) to aggregate several existing wide area networks contracted by
Kent's public sector bodies. Potential suppliers must be willing to work
with KCC to develop innovative solutions to meet the diverse requirements
of KCC, its partners and Kent citizens, and ensure that the network has
the capacity to cope with increases in demand and advances in technology.
In this procurement, KCC is acting on behalf of several public sector
partners including local authorities and schools. It is expected that the
commissioning of KPSN will allow all partners to benefit from advanced
facilities and services that they would not achieve working alone. It is
anticipated that the successful supplier would need to work closely with
the Council's selected partner for Building Schools for the Future (BSF).
Kent's public service bodies wish to work together to share wide area
networking and a range of services in order achieve a secure, high
capacity, highly resilient wide area network at an affordable and
sustainable price. Amongst the challenges to overcome are the limited
provision of fibre and even copper connectivity, the lack of broadband
coverage and the conflict between security and access to the widest range
of applications possible. These issues must be addressed to allow
consistent service delivery to the whole client base. KPSN must deliver
connectivity to over 1 200 public service establishments, and enable over
250,000 users to become increasingly flexible and mobile in the way they
work. The contract will result in the phased replacement and improvement
of several large wide area networks, a catalogue of costed network
services and provision for additional partners to take advantage of the
contract. Kent is one of the largest counties in the UK with a population
of 1.62 million. It comprises a mix of urban areas, market towns, rural
villages and remote coastal areas. In return for the investment of time,
resource and expertise, the successful supplier will be rewarded with a
prestigious contract with a four star county council, whose forward
thinking ICT strategy aims to place it as a market leader in providing
cutting edge technological solutions.Networks.
