Maintenance contract for a liquid chromatography triple quadrupole mass
spectrometer.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The Institute
for Environment and Sustainability laboratory is working in the field of
ultra trace analysis of organic pollutants in water samples and performs
analysis of polar water-soluble organic contaminants by means of a liquid
chromatography triple quadrupole mass spectrometer LC-MS2.
The highest sensitivity of the LC-MS2 instrument in the MRM mode is
essential for the analysis of contaminants such as polar pesticides,
pharmaceuticals, phenols, sulfonates and carboxylates. The system is
equipped with a binary pump, vacuum degasser, autosampler and a
thermostated column compartment, and the mass spectrometer with an
electrospray ionization source. Also a nitrogen generator makes part of
the whole system. The system is 4 years old.
This LC-MS2 system requires a contract for maintenance that guarantees the
continuous proper functioning of the instrument, which is the object of
the present call.

II.2.1) Total quantity or scope: The total price for the maintenance is
estimated to EUR 60 000–EUR 70 000 all inclusive for a total period of 4
years.
Estimated value excluding VAT:
range: between EUR 60 000 and EUR 70 000.

II.3) Duration of the contract or time-limit for completion: Duration in
months: 48 (from the award of the contract).

III.1) Conditions relating to the contract

III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: Tenders can be submitted by groupings
of service providers who will not be required to adopt a particular legal
form prior to the contract being awarded. However, a grouping of firms
must nominate 1 party to be responsible for the receipt and processing of
payments for members of the grouping, for managing the service
administration, and for coordination and safety.
In the case of groupings of contractors, the documents required and listed
in the following point III.2 must be supplied by every member of the
grouping. Should they be awarded the contract, they must form a
consortium, or an association or adopt some other form which would allow
them to act as a legal entity.

III.2.1) Personal situation of economic operators, including requirements

To be eligible for participation in this contract award procedure,
tenderers must not be in any of exclusion situations referred to in
Articles 93 and 94 of the Council Regulation No 1605/2002 of 25.6.2002 OJ
L 248 of 16.9.2002, as amended by Commission Regulation (EC, Euratom) No
1995/2006 of 13.12.2006 (OJ L 390/1 of 30.12.2006) and shall submit the
documents mentioned in Article 134(1) of the Commission Regulation
2342/2002 of 23.12.2002 of OJ L 357/1, modified by Commission Regulation
1261/2005 of 20.7.2005 and of OJ L 201/3 of 2.8.2005 and further modified
by Commission Regulation 1248/2006 of 7.8.2006 (OJ L 227 of 19.8.2006) and
by Commission Regulation (EC, Euratom) No 478/2007 of 23.4.2007 (OJ L 111
of 28.4.2007) (see tender documents).
Should a contract be awarded, the contractor will need to produce the
supporting documents required in Article 134(3) of the same Regulation.

covered by the contract during the past 3 financial years.
