Supply of dormitory beds, furniture; kitchen and cleaning place facilities; culture and information center equipment.
DEF-02/08
1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no.WB510-697 of February 5, 2007.
2. Mongolia has received a grant administered by the World Bank for the Fast Track Initiative Project, and it intends to apply part of the proceeds of this grant to payments under the Contract DEF-02/08 for supply of dormitory beds, furniture; kitchen and cleaning place facilities; culture and information center equipment for 21 primary schools.
3. The Fast Track Initiative Project Management Unit invites sealed bids from eligible and qualified bidders for the following lots: Lot1- Furniture; Lot2- Kitchen and Cleaning Place Facilities; Lot3- Culture and Information center equipment;
Bidders are allowed to bid for individual lot or several lots, evaluation would be done on an individual lot basis or a combination of lots resulting into the overall lowest cost to the purchase. All items included in each lot shall be quoted, no partial bidding for each lot is acceptable.
Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
4. Interested eligible bidders may obtain further information from Fast Track Initiative Project Management Unit; procurement@efa-fti.mn and inspect the Bidding Documents at the address (1) given below at 9:00-12:30 am and 2:30-5:30 pm (Ulaanbaatar Time), Monday- Friday.
5. Qualifications requirements include:
• Financial - The average annual sales income during the last three years shall be equal or more than
Lot1-USD318,000, Lot2-USD198,000, Lot3-USD56,000 equivalent.
• A margin of preference for certain goods manufactured domestically shall be applied. Additional details are provided in the Bidding Documents.

6. A complete set of the Bidding Document, in English, may be purchased by interested bidders on the submission of a written application to the address (1) below and upon payment of a nonrefundable fee USD80. The method of payment will be direct deposit to USD account no. 2400197779 ZoosBank, Ulaanbaatar, Mongolia (SWIFT: ZOOSMNUB). Beneficiary’s name: Fast Track Initiative Project.

The document will be sent by courier for overseas delivery and in this case additional USD50 should be deposited to the above account. No liability will be accepted for loss or late delivery.

7. Bids must be delivered to the address (1) below at or before 15:00 PM on August 6, 2008. Electronic bidding will not be permitted. All Bids must be accompanied by a Bid Security of 2% of the bid price in the currency of the bid or an equivalent amount in a freely convertible currency. Late bids shall be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address (2) below at 15:00 PM on August 6, 2008.
