National Stakeholder Consultation on HIV Testing and Counselling

Introduction:
The purpose of this requirement is to obtain professional services for the development and implementation of an on-line national consultation of experts, key stakeholders and representatives of key-populations, on HIV testing and counselling. Input received through the consultation will be used to inform the development of a comprehensive policy framework for HIV testing and counselling in Canada as well as the development of HIV testing and counselling guidelines for professionals who provide HIV testing and counselling across Canada.
Expected Start and Completion Dates
The services of the contractor will be required for a period of approximately four months upon contract award commencing on or about September 1, 2008. The expected completion date of this project is January 31, 2009.

Mandatory Requirements:

M1. At bid closing, the Bidder’s proposed resources must hold a valid personnel security screening at the level of Enhanced Reliability (or higher).

M2.
Bidders MUST provide demonstrated experience by way of three (3) written summaries of projects completed in the last seven (7) years in which the bidder has successfully developed and implemented large scale bilingual on-line consultation for government and/or non-government organizations. In submitting its Project Summaries, the Bidder shall provide:

1. Two (2) summaries of large-scale, bilingual on-line consultation in which an analysis and reporting of the on-line consultation results has taken place; and,

2. One (1) summary detailing the development and facilitation of a comprehensive on-line consultation.

Within each of the three (3) project summaries, the Bidder must include:

-the name of the client or funding organization;

-a brief description of the scope of services provided and the deliverables produced;
-the dates and duration of the project (indicate month(s) and year(s));
-the name(s) and respective role(s) of Bidder Resources involved in the completion of the project;
-a summary of the project objectives, needs, and issues which necessitated the contribution of the Bidder, together with the particular contributions of the Bidder project team members;
-the outcome and results of the Bidder’s contribution, together with the extent to which the project finished on-time, on-budget and in accordance with the established project goals; and,
-the name, postal address and telephone number of the client project authority to whom the Bidder reported.

Estimated Value:
The total value of this contract shall not exceed $100,000.00 including travel and living expenses and all applicable taxes.
