INVITATION TO APPLY FOR ELIGIBILITY AND TO BID

INFRASTRUCTURE PROJECTS IN THE CITY OF DANAO

Infrastructure Project for Guinacot to Tac-an, Danao City

The Local Government of Danao City, through the 20% Economic Development Fund of the ANNUAL BUDGET of 2007 intends to apply the sum of =P=1,800,000.00 being the Approved Budget for the Contracts (ABC) to payments under the contracts for the INFRASTRUCTURE PROJECTS NAMED BELOW. Bids received in excess of the ABC shall be automatically rejected at Bid Opening.

The CITY GOVERNMENT OF DANAO now invites potential Bidders to apply for eligibility for the following INFRASTRUCTURE PROJECTS:

Bidders should possess valid PCAB license applicable to the above type and cost of the contract, have completed a similar contract with a value of at least 50% of the ABC, and meet the other minimum eligibility requirements stated in the eligibility forms. Applications for eligibility will be evaluated on a "pass/fail" basis. The deadline for submission of eligibility documents shall be on or before the above dates. Only those Bidders passing the eligibility check will be entitled to purchase the Bidding Document. Completion of the works is stated in the Bidding Document.

Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations-A (IRR-A) of Republic Act No. 9184, otherwise known as the Government Procurement Reform Act, and is restricted unless otherwise stated to organizations with at least a seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. In accordance with IRR Part A of R.A. 9184, only Bids from Bidders who pass an eligibility check will be opened. The Bidder with the Lowest
Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine its responsiveness to the technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification.

Interested Bidders shall secure the Eligibility documents form the BAC
Secretariat at the address stated below, on or before the above stated dates. They shall submit the accomplished Eligibility documents, in order for these to be received by the BAC Secretariat in the same address, on the stated dates.

Interested eligible Bidders may obtain further information from the City of Danao and inspect the Bidding Documents at the address given below from 8:00 a.m. to 5:00 p.m. on the above-stated dates.

A complete set of Bidding Documents may be purchased by Bidders that passed the eligibility check upon the presentation of the Notice of Eligibility to the BAC Secretariat, at the address below and upon payment of a nonrefundable fee that can be inquired at the BAC Secretariat. The Bidding Documents shall be received personally by the bidder or his authorized representative on the above dates.

The City of Danao will hold a Pre-Bid Conference open to al Eligible Bidders on the above-stated dates at the BAC Office.

Eligible Bidders must submit their Bids at the address below on the stated dates. ALL BIDS must be accompanied by a Bid Security in the forms of Cash, Cashier's or Manager's Check or GSIS Bonds and IN THE FORM SPECIFICALLY STATED IN SECTION 25.1 OF R.A. 9184 IRR-A. TECHNICAL PROPOSALS MUST BE IN THREE SETS (1 original and 2 photo or duplicate copies). Late Bids shall not be accepted.
Bid opening shall be on the above-stated dates and will be opened in the presence of the Bidders' representatives who choose to attend at the address below.

The City of Danao reserves the right to accept or reject any Bid, and to annul the bidding process and reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
