This is a combined synopsis and request for quotation for a simplified acquisition to be procured in accordance with Federal Acquisition Regulations (FAR), Subpart 12, Acquisition of Commercial Items. THIS ANNOUNCEMENT CONSTITUTES THE ONLY REQUEST FOR QUOTATION (WHICH IS ATTACHED); NO OTHER WRITTEN REQUEST FOR QUOTATION WILL BE ISSUED. QUOTES ARE BEING REQUESTED AT THIS TIME. The U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), intends to procure a Pre-Designed Home Kit for the National Marine Fisheries Service located in the Caribbean Field Office at Boqueron, Puerto Rico. This procurement will be a pre-designed kit is for a building measuring a minimum of 1,230 square feet and a maximum of 1,410 square feet. The kit must include all rebar, reinforced concrete, cement, blocks, plastering concrete, cement glue, wire, sand and rock, nails, electrical materials, plumbing materials, windows; locks, knobs, and hinges for windows and doors; interior and exterior doors and frames in wood; wooden closet doors; primer and interior and exterior paint for painting all walls and ceilings; all floor tiles and glue and grout for their installation; all tiles for bathrooms and glue and grout for their installation; kitchen cabinets, faucet and sink; all bathroom equipment, faucets, and vanity cabinets; and water heater. The kit will also include materials for a septic tank, if needed. If materials for a septic tank are not needed, the cost of these materials will be discounted from the final cost of the kit. This requirement also includes security windows for the pre-designed building. The period of performance is thirty (30) calendar days. This is a total small business set-aside. NAICS code 321213 applies. The resultant procurement action will be firm-fixed price. The Central Region Acquisitions Division requires that all contractors doing business with this Acquisitions Office must be registered with the Central Contractor Registry (CCR) and Online Representations and Certifications Application (ORCA). No award can be made unless the vendor is registered in CCR. For additional information and to register in CCR and ORCA, please access the following websites: http://www.ccr.gov/and http://orca.bpn.gov, respectively. In order to register in CCR and ORCA and to be eligible to receive an award for this acquisition office, all bidders must have a Dun and Bradstreet number. THIS REQUEST FOR QUOTATION IS AMENDED TO INCLUDE THE STATEMENT OF WORK AND EVALUATION CRITERIA:  The following criteria will be used to evaluate quotes submitted: (1) Demonstrated understanding of the scope of work (SOW) in terms of ensuring the kit offered by the vendor will meet the needs as described in the SOW; (2) Ability of the vendor to work with the contractor responsible for the installation of the structure to ensure the construction materials are delivered in phases as required for the installation; (3) Best value in terms of meeting space and layout needs and low delivery costs in comparison with the cost of the kit; and (4) Experience in providing pre-designed kits in Puerto Rico and working local contractors.
