Eligibility of Bidders:

Qualifications requirements include: Annual average financial volume of works over the last five (5) years of R$ 82 million or its equivalent in a freely convertible currency; Minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be R$ 7.5 million or its equivalent in a freely convertible currency; and Experience as contractor in the construction of works of a nature and complexity equivalent to the Works, with: Minimum mechanical excavation of trenches in any kind of 100,00 m³, Minimum volume of application of structural concrete – minimum fck=18 MPa of 800 m³, Laying and assembly of metallic and PVC water pipelines with nominal diameters (ND) of 50 and/or 600 mm of 130,000 m, Supply and assembly of hydromechanical equipment, parts and accessories for Pumping Stations and pipelines, including pumps and protection and control equipment with nominal diameters of 100 and/or 600 mm, to the minimum installed nominal power of 200HP, Supply and assembly of electric and automation equipment, parts and accessories, including 500-kVA electric substations and motor switchboards, up to a minimum installed unit power of 100HP. A margin of preference for eligible national contractors/joint ventures shall not be applied.

Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, (current edition), and is open to all eligible bidders as defined in the guidelines

EXECUTION OF CIVIL WORKS AND ASSEMBLY OF PIPES, PIECES AND EQUIPMENTS FOR ALTO OESTE WATER SUPPLY SYSTEM - ICB 001/2008

The Federative Republic of Brazil has received a financing from the World Bank toward the cost of the Federal Water Resources Management Project - PROÁGUA Nacional, and it intends to apply part of the proceeds toward payments under the contract for Execution of Civil Works and Assembly of Pipes, Pieces and Equipments for Alto Oeste Water Supply System. The Environment and Water Resources State Secretariat – SEMARH now invites sealed bids from eligible bidders for Execution of Civil Works and Assembly of Pipes, Pieces and Equipments for Alto Oeste Water Supply System, with about 288 km of extension, in the State of Rio Grande do Norte, Brazil. The construction period is 15 (fifteen) months.

Interested eligible bidders may obtain further information from the Environment and Water Resources State Secretariat – SEMARH and inspect the Bidding Documents at the address given below from 09:00 a.m. to 05:00 p.m. A complete set of bidding documents in English and Portuguese may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of R$ 200,00 (two hundred reais) or in another freely convertible currency. The method of payment will be direct deposit payable to the Secretaria do Meio Ambiente e dos Recursos Hídricos do Estado do Rio Grande do Norte (SEMARH), agency 3795-8, account number 30.017-9, Banco do Brasil. The document will be sent by airmail for overseas delivery or surface mail or courier for local delivery.

All bids must be accompanied by a bid security of R$ 1,000,000.00 (One million reais) or an equivalent amount in a freely convertible currency, and be delivered to the address below at or before 10:00 a.m. on August 13, 2008. They will be opened immediately thereafter, in the presence of bidders' representatives, who choose to attend, at the address below. Late bids will be rejected.
