This Request for Expressions of interest follows the General Procurement Notice for this project that appeared in UN Development Business online on February 8, 2008 and paper form on February 29, 2008 (Issue 721).

Georgia has received a Credit and a Grant from the International Development Association (IDA), Avian and Human Influenza (AHI) Facility Grant and a Japanese Grant towards the cost of the Avian Influenza Control and Human Pandemic Preparedness and Response Project (Project) and intends to apply the proceeds of this credit and grants to payments for the expertise of Communication Consultant.

The objective of this assignment is to assist Public Awareness and Communications Component of the Project to (i) revise and implement of communication strategy of Avian Influenza, (ii) develop of 6-7 specific sets of the related communication campaigns and (iii) support to manage the program.

The Georgia Health and Social Projects Implementation Center invites eligible Individual Consultants to indicate their interest in providing the services. The consultant will work closely with the Component Coordinator for the Project’s Public Awareness and Communications Component and is expected to provide assistance for the following activities:

•Review the activities carried out to date in Georgia on communication for avian influenza and start considering ways in which to expand the existing strategy to include other zoonotic diseases;

•Review the National Strategic Communication Plan for 2006-2008 and revise it in line with the baseline Knowledge, Attitude, Practice and Behavior Study (KAP Survey) prepared by UNICEF in 2007, as well as with other emerging situations that have occurred in the Caucasus region in the last year, particularly those of zoonotic origin.

•Identify the concrete areas for communication support to operations, such as advocacy to the high political and civil elite; awareness raising and prevention on at-risk and vulnerable populations; visibility to the public investments and infrastructure created by the project; mobilization of group resources at the decentralized and community-levels; etc.

•Assist the project team to develop comprehensive communications strategy and media plan for the whole project lifespan for a specific set of 6-7 unique, well-defined campaigns to target key issues and topics for behavioral change and public awareness for both human health and animal health including but not limited to: seasonal flu, backyard biosafety and biosecurity, school programs, private sector branding of products and food safety issues, security for hunters, etc.

•Identify concrete behavior objectives for the selected behavior change campaigns and develop the relevant communication strategies and plans; Prepare specific ToRs and tender specifications for each campaign and all activities envisaged by new plans;

•Provide recommendations for AI long-term educational initiatives, building upon the existing primary-school infrastructure;

•Develop impact assessment and measurement tools for monitoring successful campaigns implementation progress. Provide report outlining these aspects;

•Working with the World Bank Country Office’s and members of the AI communication TF, other partners’ on project communication strategy to ensure coordination between participating sectors and stakeholders;

•Report to the Georgia Health and Social Projects’ Implementation Center, the institution responsible for overall project coordination.

Required Qualifications:

The Communication Consultant should have relevant experience (5 years) in developing and implementing strategic communication programs, in human and animal health, preferably in the Caucasus region;

At least 3 to 5 years of experience in communication related to agriculture and public health sectors;

Post-graduate education in the communications field or related disciplines is essential;

At least 5 years of experience in the externally financed projects;

Experience working in a complex environment, using creative approaches to reach very diverse audiences is required;

Ability to work in a team in a multilingual environment;
Ability to supervise and coordinate between different stakeholders and players;
Ability to work under pressure and respond quickly to new challenges;
Fluent spoken and written English;

The duration of the assignment is 3 months.

Interested consultants must provide information demonstrating that they are qualified to perform the services (Cover Letter, CV with description of similar assignments carried out, copy of relevant diploma, at least 2 references). Expressions of interest must be delivered to the address below not later than July 10, 2008.

Individual Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
