This Request for Expressions of interest follows the General Procurement Notice for this project that appeared in UN Development Business online on February 8, 2008 and paper form on February 29, 2008 (Issue 721).

Georgia has received a Credit and a Grant from the International Development Association (IDA), Avian and Human Influenza (AHI) Facility Grant and a Japanese Grant towards the cost of the Avian Influenza Control and Human Pandemic Preparedness and Response Project (Project) and intends to apply the proceeds of this credit and grants to payments for the expertise of Veterinary Epidemiologist.

The objective of the assignment is to support the state veterinarian service to improve health and animal disease surveillance procedures for avian influenza and similar diseases. This task will be carried out in close cooperation with Ministry of Health (MoLHSA); Ministry of Agriculture (MoA); National Center of Diseases Control and Public Health (NCDC&PH); the state Food Safety Agency and be harmonized with similar activities being implemented under other donor projects. The assignment would be focused mainly on the following key areas:
1.Development of national surveillance and reporting consistent with contingency plans and revise contingencies accordingly;

2.Development of recommendations on enhancement of integrated laboratory information management system under NCDC&PH;

3. Development of recommendations on appropriate national disease information system and associated software and hardware requirements;

4. Conducting table top simulation exercises and plans for field simulations;

5. Conducting formal training for staff related to animal disease surveillance and information system management (data collection, processing, analysis and reporting).

Required Qualifications:

1.At least 10 years experience of establishing, or advising and assisting in the establishment, of national disease surveillance systems;

2.Practical experience of design and use of computerized database management systems, design and implementation of a wide range of epidemiological field studies, and in data analysis and preparation of reports of findings and recommendations;

3.Experience in design, implementation, M&E of lab related projects will be an asset;

4.Demonstrated ability to carry out similar, complex assignments (National veterinary system design, implementation, monitoring, evaluation and supervisory experience of projects of this nature) in a limited time will be critical. Familiarity with Georgian veterinary network in particular will be an asset;

5.The expert will have excellent familiarity and knowledge of WHO, FAO and OIE guidelines on HPAI;

6.Working experience in FSU with donor/development projects/ programs would be an advantage;

7.The epidemiologist shall hold a veterinary degree and a post graduate qualification in veterinary epidemiology.

The duration of the assignment is three months in two to three missions within a one year time frame.

Interested consultants must provide information demonstrating that they are qualified to perform the services (Cover Letter, CV with description of similar assignments carried out, copy of relevant diplomas, at least 2 references). Expressions of interest must be delivered to the address below not later than July 10, 2008.

Individual Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
