SPECIFIC PROCUREMENT NOTICE

INVITATION FOR PROPOSALS
CONSULTANCY SERVICES
for
ENVIRONMENTAL IMPACT ASSESSMENT (EIA)
FOR RAILWAY MODERNIZATION PROJECT

RFP Ref: CA/MCA-M/MCC/RAIL/CS/04/2008

1. The Millennium Challenge Corporation (“MCC”) and the Government of Mongolia (the “Government”) have entered into a Millennium Challenge Compact (the “Compact”) for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia in the amount of approximately Two Hundred and Eighty Five million USD (“MCC funding”). The Millennium Challenge Account Mongolia (“MCA-Mongolia”) on behalf of the Government intends to apply a portion of the proceeds of MCC funding to eligible payments under this contract. Payments by MCA-Mongolia will be subject, in all respects, to the terms and conditions, including restrictions on the use of MCC funding, of the Compact. No party other than the Government and MCA-Mongolia shall derive any rights from the Compact or have any claim to the proceeds of MCC funding.

2. This Invitation for Proposals follows the General Procurement Notice on UNDB online (www.devbusiness.com) on February 11th 2008 and dgMarket (www.dgmarket.com) on February 8th 2008.

3. MCA-Mongolia now invites sealed Proposals to provide the consultant services shown above. More details on the services are provided in the Terms of Reference of the Request for Proposals (RFP).

4. This RFP is open to all eligible Consultants who wish to respond to the Request for Proposals Document. The Consultant itself, or its partner in joint venture or its sub-consultant, may possess a license to provide EIA studies in Mongolia. Section 7 of the RFP contains the list of the licensed companies registered with the Ministry of Nature and Environment of Mongolia as of 18 June 2008 that possess licenses to provide EIA studies in Mongolia. MCA-Mongolia shall in no case bear responsibility as to the accuracy of the list, nor assure that any of the companies are still located at these addresses or are still in operation. The Consultant may select a partner or sub-consultant from this List. Consultants may only associate with each other in the form of a joint venture or in a sub-consultancy agreement to complement their respective areas of expertise to enhance their capacity to successfully carry out the assignment.

5. A Consultant will be selected under the Quality and Cost-Based Selection (QCBS) method, the evaluation procedure for which is described in sections of this RFP in accordance with “MCC Program Procurement Guidelines” which are provided on the MCC website www.mcc.gov.

6. This invitation seeks technical and financial proposals for the entire assignment which is not divided into phases or option periods.

8. This Invitation will be placed on the MCA-Mongolia website at http://www.mca.mn, from the date of this issue and prospective Consultants interested in submitting a Proposal should submit their request by e-mail, giving full contact details of the prospective Consultant, to:

9. A Pre-Proposal Meeting will be held at 10:00 a.m (local time) on 18 July 2008 in Ulaanbaatar, Mongolia at the below address. Attendance is strongly advised for all prospective Consultants or their representatives but is not mandatory.

10. The deadline for submission of Proposals will be 15:00 (local time) on 08 August 2008.

11. Upon receipt of RFP, please inform us in writing at the address shown below, or by electronic mail at the email addresses shown above:
(a) that you received the Letter of Invitation; and
(b) whether you will submit a proposal alone or in association
