Eligibility of Bidders:

a) Financial Capability

The Bidder should have financial resources / access to a credit line of at least 100% of the bid price quoted.

b) Experience and Technical Capacity

i) The bidder should have successfully completed during the last five years (from the deadline of submission of bids) the supply of at least the quantities specified in the Table in Paragraph 3 above within a continuous period of 12 months.

ii) The manufacturer should be in the business of manufacturing the above items for at least the last five years from the deadline of submission of bids. Theses items should also have been in successful continuous operation for at least three years from the deadline of submission of bids.

A margin of preference for certain goods manufactured domestically shall be applied. Pleas see the bidding documents for details

IFB Title: Supply of Control & Power Cables

IFB Number : Tender No. HESCO/MMM/ICB-08

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. WB-243-695 of January 12, 2007.

2. Islamic Republic of Pakistan has applied for a loan from the International Bank for Reconstruction and Development towards the cost of the Proposed Electricity Distribution & Transmission Improvement Project and it intends to apply part of the proceeds of this loan to payments under the contract for Supply of Control & Power Cables.

3. The Chief Engineer / Technical Director HESCO now invites sealed bids from eligible and qualified bidders for the supply of following Control & Power Cables at the Delivery Location (CIP) Regional Store Hyderabad:

Item No.1. Control Cables 4 x 2.5 sq mm, Quantity = 10.4 KM
Item No.2. Control Cables 8 x 2.5 sq mm, Quantity = 7.8 KM
Item No.3. Control Cables 16 x 2.5 sq mm, Quantity = 7.8 KM
Item No.4. Control Cables 4 x 6 sq mm, Quantity = 10.1 KM
Item No.5. Power Cables 1000 MCM Single Core, Quantity = 3.3 KM
Item No.6. Power Cables 500 MCM Single Core, Quantity = 11.7 KM
Item No.7. Power Cables 4/O AWG 3/Core, Quantity = 3.9 KM

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from Chief Engineer / Technical Director HESCO and inspect the Bidding Documents at the address given below:-

ii) Office Hours: (8:00 am to 2:45 pm)

6. Qualification Requirements is as under :-

a) Financial Capability

7. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non refundable fee of Pak Rs. 3000/- or US$ 50 for bid package. The method of payment will be Demand Draft / Pay Order. The Bidding documents will be collected by the bidder / his representative from the address below. Interested bidders who wish to receive the Bidding Documents through courier should provide an additional amount of Pak Rs.300/- for delivery within Pakistan and Pak Rs.4000/- or US$ 65 for delivery overseas for bid package.

8. A pre-bid conference will be held at the address below on 07 July 2008 at 1030 hours local time.

9. Bids must be delivered to the address below at or before 11:00 a.m. local time on 11 August, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidder’s representatives who choose to attend in person at the address below at 11:45 a.m. on 11 August, 2008. All bids must be accompanied by a Bid Security of Pak Rs. or an equivalent amount in a freely convertible currency. The required Bid Security in Pak Rs is Rs. 268,132/-
