This invitation for expressions of interests follows the general procurement notice that appeared in UN Development Business online on February 1, 2006.

The Government of the Republic of Iraq has received a credit from the International Development Association (IDA) toward the cost of the (ERRP), and it intends to apply part of the credit proceeds to payments under the contract for the audit of Emergency Electricity Reconstruction Project.

ERRP Project covers the Supply and Installation of Plant and Equipment for Rehabilitation of Units 2 & 3 Al-hartha Power Station. In addition, EERP also covers consultancy services associated with EERP project and as required for project. It is implemented by Ministry of Electricity-Directorate of Generation in Basra through Project management Team (PMT).
The audit will be carried out in accordance with the International Standards on Auditing (ISA) issued by the International Federation of Accountants (IFAC) and having regard to relevant financing agreements and World Bank particular requirements, and should pay special attention to the following:
a) All funds provided to the project have been used, accounted for and classified in accordance with the relevant financing agreements;

b) All the transactions related to the project are reflected in the PFS issued on cash basis with provision for accrued payments;

c) Goods and services financed have been procured in accordance with the relevant Financing Agreement;

d) Goods and works physically exist and recorded in the fixed assets register with variances identified and explained, through a year-end physical count and visits to construction sites;

e) All necessary supporting documents, records, and accounts have been kept in respect of the project. Clear linkages should exist between the books of account and reports presented to the Bank;

f) Eligibility of expenditures claimed under Statement of Expenditures (or reimbursements less than US$20,000) submitted to the World Bank for replenishment. This is in addition to substantiation of these expenditures.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004).

The invitation for Expressions of Interest is open to firms and joint ventures from all eligible countries. Interested firms are hereby invited to submit their expressions of interest. Further to this invitation, one short list for the contract will be established and the short-listed firms will be formally invited to submit proposals as per Bank’s Least Cost Based Selection (LCS) procedure. In order to determine the capability and experience of the consulting firms seeking to be short-listed, interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

One (1) original and (2) two copies of the above information in the English language should be submitted to the address below in an envelope marked:
“Expression of Interest - Audit Services the ERRP Project”. The deadline for submitting expressions of interest is 29 July 2008.
