Invitation for Prequalification

The State of Eritrea
Eritrean Ports Rehabilitation Project
Construction of New Petroleum Jetty at Hirgigo Bay- Massawa
Credit No. 3005-ER and (European Union) EU Grant TF056833

This invitation for prequalification follows the general procurement notice for this project that appeared in Development Business No. 707 of 10th July 2007 on-line (Development Business No. 707 on paper of 31st July 2007) and in DG Market on 09th July 2007 on line.
The State of Eritrea has received credit from the International Development Association (IDA) and a Grant from the European Union toward the cost of the Eritrean Ports Rehabilitation Project, and it intends to apply part of the proceeds of this credit and the Grant to payments under the contract for Construction of New Petroleum Jetty at Hirgigo Bay- Massawa. This contract will be jointly financed by the European Union, the IDA, and the Government of the State of Eritrea. Bidding will be governed by the World Bank’s eligibility rules and procedures. The Massawa Port Authority intends to prequalify contractors and/or firms for:
The Contract mainly consists of the construction of a new jetty and provision of mechanical and electrical services/ equipment for the operation of an oil and gas products import/export facility. The products are transferred to/from the vessel through steel pipe works. The jetty comprises a bund in shallow water and a piled structure in deep water. The piled structure comprises an approach trestle, a loading platform (jetty head), berthing dolphins and mooring dolphins. The onshore works comprise a road and a pipe track to existing storage facilities.
The piled jetty structure will comprise a reinforced concrete superstructure for the road access and a steel superstructure for the pipe track.
The overall length of the jetty is approximately 1,140m and the water depth at the berth is approximately 15m. No dredging works are envisaged. The length of each pipeline from loading platform to the storage facilities is approximately 2,400m.
It is expected that invitations for bid will be made in September 2008.
Prequalification will be conducted through prequalification procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 (revised May 2007), and is open to all bidders from eligible source countries, as defined in the guidelines.
Interested eligible applicants may obtain further information from and inspect the prequalification document at the Eritrea Ports Rehabilitation Project Coordination Office (address below) from 8:00 Hours – 12:00 Hours local time morning and 14:00 hours – 17:00 Hours afternoon (Mondays through Fridays and Saturdays morning only from 8:00 Hours – 12:00 Hours. A complete set of the prequalification document in English may be purchased by interested applicants (a) on the submission of a written application to the address below and upon payment of a non-refundable fee of Nakfa 1,500. (One Thousand Five Hundred Nakfa Only). The method of payment will be direct deposit to the EPRP account with the Commercial Bank of Eritrea, Liberty Avenue Branch, Account No. LCY 10023 and Account Name Massawa Port Authority, Eritrean Ports Rehabilitation Project. The document will be sent by Courier DHL to your address or can be collected from the EPRP office at the address given below.
Applications for prequalification should be submitted in sealed envelopes, delivered to the address below on or before 06th August 2008 and be clearly marked “Application to Prequalify for Eritrean Ports Rehabilitation Project and Contract name: Construction of Petroleum Jetty at Hirgigo Bay -Massawa and Contract number 01/08.”
National Applicants shall submit their renewed licenses for the year 2008 along with their applications for prequalification.
