Rehabilitation of Alagbon 132/33kV Substation, Ikoyi, Lagos

Bid No. T10

Invitation for Bids

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 686 of September 16, 2006.

2. The Federal Republic of Nigeria has received a credit from the International Development Association toward the cost of National Energy Development Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for Rehabilitation of Alagbon 132/33kV Substation, Ikoyi, Lagos/ Bid No. T10.

3. The Power Holding Company of Nigeria now invites sealed bids from eligible and qualified bidders for Rehabilitation of Alagbon 132/33KV Substation, Ikoyi in Lagos State, Nigeria- Bid No. T10 involving, but not limited to, the following:

(a) Soil improvement by hydraulic sand filling and surcharge loading to increase soil stability.
(b) Reconstruction of the cable trenches on ground beams to be supported on vibropiles.
(c ) Construction of standard reinforced concrete internal link bridges on displacement piles between substations
(d) Construction of reinforced concrete driveway ramp and reinforced concrete mobile transformer platforms on displacement piles
(e) Construction of perimeter drainage system on piles and reconstruction of drainage system with adequate gradient to forestall future blockage and reoccurrence of flood at the substation.
(g) Dredging of the canal from the substation to the lagoon.
(h) Installation of a new earthing grid system for the substation
(i) Installation of new power, control and protection cables
(j) Renovation of the control room and services provision

The delivery/construction period is fifteen (15) months.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

5. Interested eligible bidders may obtain further information from Power Holding Company of Nigeria Plc – Project Management Unit and inspect the Bidding Documents at the address given below [address (1) below.

6. Qualifications requirements include: Experience in the construction of civil infrastructure like heavy reinforced concrete structures, retaining walls, drains, sandfilling works, bridges, roads, dredging and channelisation etc. Bidders shall also establish that they have minimum average annual sales revenue (turn-over) over the last 5 years of not less than NGN1.7 billion.

A margin of preference for eligible national contractors/joint ventures shall not be applied

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address (2) below and upon payment of a non refundable fee thousand Naira (N14,000.00) or an equivalent amount in freely convertible currency. The method of payment will be Certified Bank Cheque in favour of Power Holding Company of Nigeria. The Bidding Documents will be sent by courier upon additional payment of six thousand Naira (N6,000.00) for places within Nigeria or fourteen thousand (N14,000.00) for Europe and West Africa and twenty-eight thousand naira (N28,000.00) for all other countries as Demand Draft payable to the Manager - PMU, PHCN at Abuja not later than three (3) weeks from the date of publication to cover the delivery.

8. Bids must be delivered to the address (1) below at or before 12:30 pm on August 28, 2008. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address (1) below at 12:30 pm on August 28, 2008.

9. All bids shall be accompanied by a Bid Security of twenty-one million Naira N21,000,000.00 or an equivalent amount in a freely convertible currency.
