Eligibility of Bidders:   The consultant team appointed for this assignment will need to comprise international and local experts with intimate expertise and hands-on experiences on PPI transactions. The international experts should have profound experiences in PPI, preferably in emerging markets. They will require demonstrated expertise in legal and financial issues concerned with PPI. Local experts will be expected to be familiar with Cambodian laws and with the RGC’s institutional structure. The consultant team must have access to Khmer language capabilities. Experiences on PPI training are given strong preference. Strong knowledge of private and public partnership is a preference. In addition to the individual technical know-how, all the team members should demonstrate essential skills and ability in interpersonal relation and communication, and in working effectively with a wide range of constituencies in a diverse working environment. It is also expected the team members should be adequately experienced in and comfortable with working with public arena and sectors with weak institutional structure, especially in ASEAN or post-conflict countries. Most importantly, each of the team members should demonstrate excellent track record of performing the essential functions satisfactorily in the foregoing

REQUEST FOR EXPRESSION OF INTEREST
Pilot PPI Projects: Support in Preparing and Undertaking
Pilot Private Participation in Infrastructure (PPI) Transactions
under the Framework for Improving Governance in
the Management of PPI Transactions (Ref. CAKH125)

1. This Request for Expression of Interest follows the General Procurement Notice for this Project that appeared in United Nations Development Business, issue 657 dated the 30th of June 2005.

2. The Royal Government of Cambodia through the Ministry of Economy and Finance has received a Grant No. H165-KH from the International Development Association (IDA) towards the costs of the Cambodia Trade Facilitation and Competitiveness Project (CTFCP). The objective of the Project is to support the strategy of the Royal Government of Cambodia to promote economic growth by reducing transaction costs associated with trade and investment, introducing transparency in investment process and facilitating access of enterprises to export markets. The PPI activities will be governed by the terms of the Law on Concessions, adopted on 19 October 2007 and the Sub-Decree on Concessions, currently being drafted.

3. The Royal Government of Cambodia represented by the Ministry of Economy and Finance has appointed Crown Agents as Procurement Agents for selected World Bank funded projects in Cambodia.

4. The Ministry of Commerce (MOC) as the agency responsible for managing the overall implementation of the Project intends to use part of the proceeds of the grant allocated to Private Participation in Infrastructure (PPI) sub-component (component 3.1) for the services of Consultants that will provide Support in Preparing and Undertaking Pilot PPI Transactions. The Consultants will assist MOC in designing and delivering training and supporting component with the capacity building program to assist in the implementation of the recently developed regulatory, procedural and institutional framework for improving governance in the management of PPI transactions in Cambodia. The Consultants shall, among other tasks, assist MOC in strengthening institutional capacity to execute procedures and arrangements designed to improve the overall management of PPI transactions, including the prioritization / sequencing of sectors and projects; design of specific PPI projects / programs; preparation of licenses, concessions, leases and other contractual documents; public relations / dissemination of information to potential bidders; preparation of bidding documents, and management of bidding and selection processes; and approvals process for PPI transactions. The component is broken-down into three phases: (1) Develop PPI project pipeline; (2) Support to pilot PPI transactions and (3) Dissemination of lessons learned. Further details with respect to the services to be performed and the expected outputs, can be found in the Terms of Reference for this assignment. It is expected that the assignment will last 18 months in total.

5. The successful Consultants should meet the following qualifications:

6. Acting on behalf of the Cambodia Trade Facilitation and Competitiveness Project (CTFCP), Crown Agents invites expressions of interest from qualified and experienced consulting firms or organizations to undertake the above mentioned services which are further detailed in the Terms of Reference for this assignment. The successful consultant will be selected through the Quality and Cost Based Selection (QCBS) method in accordance with the provisions of Section II, under the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.

7. In submitting their expressions of interest, interested consultants must provide their detailed information indicating that they are qualified to perform the services (company profile, description of similar assignments, similar assignments, experience in similar conditions, experience in Cambodia and in the region (East Asia and Pacific), availability and curriculum vitae of appropriate technical staff, etc.) Expressions of Interest may be submitted electronically followed by the submission of a hard copy as well. If EOI is submitted in hard copy, consultants must also provide an electronic copy.

8. Consultants may obtain copies of the detailed Terms of Reference (in English) for the assignment from the address below during office hours from 8:30 to 12:00 and from 14:00 to 17:30 hours, Monday through Friday.

9. Expressions of interest must be submitted to the address below on or before 22 July 2008 before 17:30 hours (local time).
