EXPRESSIONS OF INTEREST
International consultant for Project Financial Management Manual

Lao Government has received an IDF Grant in the amount of US$200,000 from the World Bank to increase the effectiveness of development programs by developing: (i) Project Standard Operating Procedures (SOP); and (ii) a Project Financial Management Manual (FMM).

The consultancy service will focus on FMM development, training and design of a consolidated finance function as pilot within one sector. The Ministry of Finance wishes to engage the services of one individual consultant and one local consultant for a period of approximately four person months to undertake this assignment.

Phase I: Collect necessary data for developing a harmonized FMM for all ODA in Laos and facilitating consolidation of ODA financial management functions within the Ministry of Education. The first draft manual shall be discussed in a meeting called by Ministry of Finance to ensure that all specific concerns have been taken into account.

Phase II: The final version of the manual shall be discussed in a final meeting called by MOF and the consultant shall develop a design of a consolidated ODA unit within the Finance unit, job descriptions of the staff and plan of transition as well as a training program and plan for concerned staff shall be carried out on the job training in selected line Ministries straddling the center, province and district level.

Consultant Qualifications
The consultants are required to possess the following qualifications, experience and abilities:

Completed a Masters degree in a relevant discipline;

a) Qualified accountant, membership of internationally recognized accounting body (CPA,ACA,ACCA,ACMA)
b) Knowledge of financial management from various development partners.
c) At least ten years experience after qualification
d) Extensive experience in project accounting, financial management and project management gained in developing countries essential.
e) Experience in designing training programs or carrying out training highly desirable.
f) Carried out similar assignment;
g) Demonstrable work experience in Development;
h) An ability to work in a consultative and inclusive fashion.

The consultants shall be engaged for a period of 4 months starting beginning of August, 2008. The consultants will be evaluated based on demonstrated experience relative to the qualifications indicated above. The consultants that score the highest will be awarded the contract. Deadline for submission application: 18 July 2008.
