Ivanhoe Lake Dam Stilling Basin Assessment & Re-Construction Design

This Request for Proposal ("RFP") is an invitation to prospective proponents to submit proposals for the provision of engineering consulting services for the Ivanhoe Lake Dam Stilling Basin Assessment & Re-Construction Design, as further described in the RFP.

Background

Ivanhoe Lake Dam is located at the northeast outlet of Ivanhoe Lake in the Ivanhoe River watershed, Township of Ivanhoe, in the Ministry of Natural Resources (MNR’s) Chapleau District. The dam is comprised of seven (7) spillway bays with earth embankments on either side. An electronic overhead gantry along with new wood and steel stoplogs were added in 2007.

The Ivanhoe Lake Dam may be accessed year round by the Ivanhoe lake Provincial Park Road off of Highway 101 halfway between Chapleau and Timmins. The dam is approximately 7km upstream of the community of Foleyet.

As a result of a diving inspection performed during the Dam Safety Review work in 1996, it was found that most of the baffle blocks in the stilling basin were either missing or damaged beyond repair and that reinforcing steel was visible in some locations in the basin floor. Additional preliminary study work conducted by Hatch Acres in 2006 identified a plausible concern that the hydraulic jump of the dam could be taking place beyond the limits of the current stilling basin apron.
As a result of these findings, the following scope of work has been assembled to further assess, define and design the requirements of a re-constructed stilling basin.

Scope
To award a contract for the supply of all labour, materials, equipment and services to complete the stilling basin assessment and detailed engineering design, plans and specifications for the Ivanhoe Lake Dam Stilling Basin Re-Construction Project.

The successful consultant will be responsible for the following work components:
1.    Collection of all relevant data from MNR’s regional and district files. Documents include but are not necessarily limited to:
a.    1996 Ivanhoe Lake Dam upstream/downstream underwater video inspection
b.    2002 Flood Study for Ivanhoe River Watershed Area
c.    2004 Dam Safety Review
d.    2006 Ivanhoe Lake Dam Flood Passage Improvement Study
e.    2007 Ivanhoe Lake Dam New Stoplog Lifting Device Drawings
f.    2007 Temporary Bulkhead downstream above water dam inspection video

The following is the schedule for this RFP:
