Scope of work:
The main purpose of this study is to establish the current instream environmental condition of the six major streams (the Rough River, Highland Creek, Don River, Humber River, Mimico Creek and Etobicoke Creek) which discharge to the waterfront along the shoreline stretches across the City’s boundary from Scarborough to Etobicoke and the waterfront area. This instream condition helps to define the existing environmental condition from which the effectiveness of implementing the Wet Weather Flow Master Plan strategy over time can be measured. In addition, analysis of the data may identify the need to collect more water quality data to quantify the existing pollutant loadings to define the wet weather flow conditions.

The approximate timeline for this project is expected to be 20 weeks. This is only the City’s suggested timeline. If the proponent considers the timeline to be too short or too long, this is to be identified in your proposal. Within the proposal, the proponent is responsible for identifying a timeline that they are committed to accomplishing.

PRINCIPAL TASKS
In the development of the WWFMP, the Hydrologic Simulation Program-Fortran Model (HSPF) and the Quantity Quality Simulation Model (QQS) were calibrated to establish the existing stormwater runoff, the tributary and waterfront instream quality conditions using event mean concentrations (EMC) values collected through the Monitoring Program conducted in the 1990’s. Since these EMC values were developed separately for both the wet and dry weather period, they are considered more representative as compared to the use of other data sets collected through other monitoring programs mainly during the dry weather period. The calibrated models were also used to provide the framework for establishing instream water quality in all tributaries where there were no monitoring data. The one deficiency in these calibrated models is that they were only calibrated for 10 water quality parameters. Therefore, the objectives of this study will involve undertaking of the following tasks:

Identify (through minimum effort) and recommend additional current and past monitoring programs and sources of rainfall, water quantity and quality data which are currently available through institutional and government agencies which the proponent believes will provide added value to this study;

Gather and review the relevant water quality data and determine if samples collected are biased towards dry weather conditions (verified using rainfall data); and establish the existing environmental conditions for each of the six major streams and the waterfront area;

Identify and recommend water quality indicators (a minimum of 20) which are to be selected for analysis for the study;

Conduct statistical analysis on the selected parameters and determine noticeable trends, mean values (annual, seasonal, monthly, etc.) for the concentration of the selected water quality indicators and runoff volumes to determine whether monitoring data gathered during the last 15 years changes the estimates of the instream conditions as established based on the calibrated models (HSPF/QQS). The hypothesis is that since concentrations have not materially changed within the City of Toronto in the last 15 years, the instream conditions established based upon the model calibration with the data collected in the 1990’s remain the same;

Should the results of the previous item above demonstrate that the EMC values have been found changing in the last 15 years, at monitoring stations along the City’s northern border, the Consultant shall establish total loading discharged into the City from the 905 area through each of the major streams wherever applicable. In addition, recommend how these data could be used to modify the calibrated model developed in the WWFMP;

Create a file geodatabase for organizing the data collected at all the monitoring stations where data will be used for this project and can be plotted on a map using the latest version of ArcView; and
Integrate the analysis of all data collected from the six streams and those of the waterfront to determine the influence of the discharges from the six streams on the water quality condition of the waterfront, especially for the E. coli and nutrients indicators.
