Bidders are required to submit with their quotation documents a certified cheque, bank draft, money order or Letter of Credit, made payable to City of Toronto, Treasurer, in the amount of $10,000.00 (ten thousand dollars) to act as Bid/Performance Security

For the non-exclusive supply of flow monitoring services for Toronto Water for a period of one (1) year, with the option to renew the Contract for two (s) additional one (1) year periods.

Although the City has the resources and equipment to undertake flow monitoring, external help is required from time to time due to the commitments on the project schedule or unexpected urgent tasks. The purpose of this RFQ is to have a Successful Bidder ready to undertake flow monitoring when such needs arise. Generally the City needs external help for ten (10) to fifteen (15) flow locations each year between April 1 and November 30. This number may change from year to year.

The purpose of this contract is to conduct a flow and level monitoring program in the City’s sanitary, storm or combined sewers each year between April and November. The scope of this RFQ includes the supply of flow monitoring services listed in Schedule “A” – Price Form. The flow data collected will be used to characterize the dry weather and wet weather flow rates to assist in the City’s various projects required flow monitoring data, such as Inflow / Infiltration (I/I) investigations, basement flooding studies, and sewer capacity analyses.

The Successful Bidder shall be responsible for equipment selection, supply, installation, removal, protection, maintenance, site calibration, data quality control and data retrieval, and shall also carry out all data analysis as required in 1.10. The Successful Bidder shall provide suitable flow monitoring equipment and provide accurate measurements and data for the full range of flow conditions, covering low flow, full flow, and surcharge conditions for a wide range of sewer sizes in the City’s sewer systems.

The City will provide the proposed flow monitoring locations. The Successful Bidder shall inspect the monitoring locations in the field and confirm that they are suitable locations for flow monitoring, and discuss any changes with the City. The actual pipe size and cross-section shall also be verified in the field. Alternate locations shall be proposed by the Successful Bidder if more suitable sites are determined during the site reconnaissance. The City will not pay for a monitoring site (including installation and removal and conducting monitoring) with improper installation.

The equipment used must comply with City standard. Installations within the storm and sanitary sewers and manholes must be intrinsically safe or explosion proof, in accordance with NFPA 820, Standard for Fire Protection in Wastewater Treatment and Collection Facilities, 2003 edition.

The Successful Bidder shall demonstrate that it has proper training and qualifications to undertake the flow monitoring tasks. This includes training in confined space entry (in accordance with City of Toronto, Human Resources Polices and Procedures / Guidelines relating to Confined Space Entry) traffic control, fall protection, safety procedures for accessing confined space locations within municipal right-of-way, and other health and safety aspects. The Successful Bidder shall liaise with the City during the development and execution of the flow monitoring task. The Successful Bidder is responsible for notifying the City in advance of the monitoring equipment installation, as well as regular maintenance, so that the appropriate operating divisions can be notified and approval obtained to access manholes and municipal right-of-way.

The Successful Bidder is responsible for arranging and coordinating traffic control activities to meet the regulatory agency requirements.

Minimum bi-weekly field checks on monitors’ performance, including independent, manual probe depth and velocity measurements, shall be conducted, and records of such visits are to be submitted within five working days of each visit. Cross-section profiling shall be used to calibrate the flow monitors.

The Successful Bidder shall provide the monitored data in 5-minute intervals. Data shall be provided to the City every month within the first two weeks of the following month.

The Successful Bidder shall carry out quality control on the data provided to the City. Data analysis shall include scatter plots, weekly data plots of depth versus time, velocity versus time, and flow versus time.

Minimum of 90% data coverage per site during the monitoring course is required. The City will not pay for a monitoring site (including installation and removal and conducting monitoring) if the missing or poor quality data is more than 50% of the monitoring period for that site. The City will pay a proportionate percent of the total price for a monitoring site (including installation and removal and conducting monitoring) if the missing or poor quality data is between 10% and 50% of the monitoring period for that site. Therefore, the Successful Bidder shall analyze the obtained data in time and have a contingency plan to prepare for any kind of failure in the equipment, in the data retrieval or monitoring process, or improper installation.
