SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): Woking Borough
Council wishes to create a new community on an identified site adjacent to
Moor Lane using the Private Finance Initiative (PFI). The site is largely
open nursery land, and has been designated a reserve housing site for the
Borough since 1997. A resolution to grant an outline planning consent was
obtained from Woking Borough Council in June 2006 for the erection of a
new housing development with a density in the range of 35 to 50 dwellings
per hectare, the site being approximately 9.75 hectares. The project will
provide approximately 190 new homes for social let, with the Council
having 100 % nomination rights for the duration of the PFI concession and
beyond. The successful contractor will be the landlord for these homes,
which will be maintained and managed in accordance with the Council’s
requirements for the duration of the PFI contract, anticipated to be at
least 25 years. The project will also provide significant opportunity for
the development of further homes for affordable/private sale, thereby
creating a balanced and sustainable community in the area. Furthermore,
the project will include some demolition works and may be required to
deliver all associated infrastructure, community facilities and open
spaces associated with the housing development.

months: 336 (from the award of the contract).
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: Parent company guarantees,
performance bonds, warranties and/or deposits may be required.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: As specified in the
contract documents.

consortium or group submissions all parties are to be jointly and
severally liable. The Council also reserves the right to require bidders
to take a legal form or to require one party to undertake primary

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: In
accordance with Articles 45 to 50 of Directive 2004/18/EC and Regulations
23 to 25 of the Public Contracts Regulations 2006 and as set out in the
Pre Qualification Questionnaire (PQQ) available from the address in
section I.1.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: The information and
formalities set out in Article 47 of Directive 2004/18/EC and Regulation
24 Public Contracts Regulations 2006. These requirements are set out in
the PQQ. A copy of the PQQ can be obtained from the contact point listed
in section I.1 of this notice. The PQQ must be completed and returned to
the address in section I.1 of this notice by the deadline listed in
section IV.3.4 of this notice.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: The information and formalities set
out in Article 48 of Directive 2004/18/EC and Regulation 25 Public
Contracts Regulations 2006. These requirements are set out in the PQQ. A
copy of the PQQ can be obtained from the contact point listed in section
I.1 of this notice. The PQQ must be completed and returned to the address
in section I.1 of this notice by the deadline listed in section IV.3.4 of
this notice.
SECTION IV: PROCEDURE
IV.1) TYPE OF PROCEDURE

Council are met.
