SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
UK-Tameside: 24 hour supported accommodation for people with mental health
needs.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.

Main place of performance: Tameside MBC (Audenshaw, Ashton and
Hollingworth).
II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Tameside
Metropolitan Borough Council, Neighbourhood and Community Services, Adult
Services is committed to the provision of high quality services to enable
people to live in their own homes. We are looking to contract with an
organisation to:
— Provide social care and housing-related support within 24-hour supported
accommodation, across 3 different sites, for 32 people with mental health
needs,
Tameside MBC (Adult Services) are inviting expressions of interest in the
above tender. This is a restricted tender previously advertised in OJEU
since 25.6.2008,
It is the Council's preliminary view that TUPE Regulations may apply when
this contract is awarded to a new provider.
The Commissioners are working towards placing the values and principles of
the recovery approach at the heart of all services in the Borough. We are,
as yet, at the very start of this process, but we are keen to commission
and work with providers who share a similar commitment to embracing the
optimism of recovery and to delivering a recovery-based service. In the
spirit of this journey, we are looking to develop a close partnership
relationship with the provider. The emphasis will be on openness,
transparency, honesty, a readiness to acknowledge shortcomings and a
willingness to learn together.
Key aims and principles of the service include:
— The provision of 24-hour support to 32 people based across three
properties in the Borough, the service is aimed at equipping Service Users
with the life skills necessary to move on to more independent living,
— The service will form an integral part of a comprehensive community
based service to adults with long-term mental health conditions,
— The service will play a key role in linking people into community
networks and opportunities as part of their recovery pathways,
— An indicative number of support hours for the service is 940 per week.
It is proposed that the Contract will commence on 1.4.2009 and will run
for a period of three (3) years. The Council may, subject to approval and
negotiation, wish to extend the Contract for a further period of up to two
(2) years.
The award of the contract will be in keeping with a Best Value approach,
which will jointly evaluate quality factors and price. A half-day
information-sharing seminar on the Commissioners vision for the service
for all organisations interested in tendering will be held on 16.7.2008,
at 10am at Portland Basin Museum, Portland Place, Ashton-Under-Lyne, OL7
0QA.
All documentation must be completed and submitted electronically by using
Vault through BiPs Delta-ets by the due date of 8.8.2008 @ 12:00. Tender
submission packs will follow week commencing 8.9.2008. The closing date
for tender submissions for those organisations short-listed is 24.10.2008.

III.2.1) Personal situation of economic operators, including requirements

organisation, as defined in Article 2(1) of Council Joint Action
98/733/JHA;
(i) has been the subject of a conviction for corruption, as defined in
Article 3 of the Council Act of 26.5.1972 and Article 3(1) of Council
Joint Action 98/742/JHA3 respectively;
(j) has been the subject of a conviction for fraud within the meaning of
Article 1 of the Convention relating to the protection of the financial
interests of the European Communities;
(k) has been the subject of a conviction for money laundering, as defined
in Article 1 of Council Directive 91/308/EEC of 10.6.1991 on prevention of
the use of the financial system for the purpose of money laundering.
