Nanisivik, Nunavut, Nanisivik Harbour, Condition Report

Public Works and Government Services Canada (PWGSC) intends to
retain an individual consulting firm or joint venture to provide
consultant services and the deliverables required to complete
site inspections, surveys and engineering reports for the
existing Nanisivik wharf site, Baffin Island, Nunavut; as more
fully described in the Request for Proposal (RFP) document.

This procurement is set aside pursuant to the North American
Free Trade Agreement Annex 1001.2b, Article 1.(d); the World
Trade Organization - Agreement on Government Procurement,
Appendix I, article 1.(d). Licenced architects and engineers
are exempt under Agreement on Internal Trade (AIT), subsection 1
(a) of Annex 502.1B.

COMPREHENSIVE LAND CLAIMS AGREEMENT (CLCA): Notification of
procurement will be provided to the land claimant groups listed
under the Inuit of Nunavut Land Claims Agreement in compliance
with CLCA requirements.

The benefits that apply to this procurement are contained in:
Section 4, the Inuit of Nunavut Land Claims Agreement, clauses:
24.5.1; 24.5.2; 24.5.3; 24.7.1; 24.6.1, (a), (b), (c); 8.4.8,
(a), (b); 8.4.9; 33.6.1, (a), (b); and 33.6.2.

Work Site: There are no services available at the work site.
There are no site resources nor assistance reserved for the work.

The Consultant must provide all personnel, equipment, materials
and other resources necessary to do the Work and sustain the
workforce, including but not limited to planning, investigating
and managing site accessibility and timing of Work components,
developing and preparing options to suit routine and adverse
weather conditions, addressing housing restrictions, managing
deliverables, arranging security, providing food and sanitation
facilities and site storage of equipment and resources,
establish contracts for all transportation to the site including
initial travel and daily travel (eg: from Arctic Bay), providing
communications, arranging for emergency backup assistance,
medical care and health and safety on site, etc.

This Request for Proposal is a 1 stage, 1 phase selection
process. This means that the proponent must submit all
technical information as phase 1, and at the same time, they
must also submit their cost proposal in a separate sealed
envelope. Ensure that information related to fees or costs are
not included with the technical portion of the proposal.

Standard terms and conditions for this procurement are
incorporated by reference into, and form part of, the RFP and
contract documents. The standard documents are issued by Public
Works and Government Services Canada and may be viewed at
http://sacc.pwgsc.gc.ca/sacc/index-e.jsp.

Firms intending to submit proposals on this project should
obtain RFP documents through the MERX services provider at
http://www.merx.com. The telephone number for MERX is
1-800-964-MERX (6379) all across Canada. Amendments, when
issued, will be available from the MERX service provider. Firms
that elect to base their bids on documents obtained from other
sources do so at their own risk and will be solely responsible
to inform the contracting authority of their intention to bid.

The Crown retains the right to negotiate with suppliers on any
procurement. "This PWGSC office provides procurement services to
the public in English." Sealed proposals will be received in

Winnipeg, Manitoba, R3C 2Z1.
