RFP For One Supplier of Province wide coverage for Employee Relocation Services

This Request for Proposals ("RFP") is an invitation to prospective Proponents to submit Proposals for the provision of Employee Relocation Services (ERS), as further described in Part 2 - The Deliverables (the ¡§Deliverables"). This RFP is issued by Her Majesty the Queen, in right of Ontario as represented by the Minister of Government and Consumer Services ("the Ministry") on behalf of all ministries within the OPS. It is intended that the agreement arising from this procurement process will also be accessible by the classified agencies that are prescribed as Commission public bodies under O. Reg 374/07 made under the Public Service of Ontario Act, 2006(PSOA) as well as select classified agencies that are prescribed as public bodies under O. Reg 374/07 made under the Public Service of Ontario Act, 2006 (PSOA).

The objective of this RFP is to develop a Vendor of Record Arrangement for Employee Relocation Services (ERS) by entering into a Contract with a single Supplier capable of providing the services described in Part 2 - The Deliverables.

The selected Proponent will be required to enter into an Agreement with the Ministry for the provision of the Deliverables in the form attached as Appendix A to this RFP. It is the Ministry¡¦s intention to enter into the Form of Agreement attached as Appendix A to this RFP with only one (1) legal entity. The Term of the Master Agreement is to be for a period of three (3) years with an option in favour of the Ministry to extend the Agreement on the same terms and conditions for an additional Term of up to one (1) year. It is anticipated that the Master Agreement will be executed on or around September 1, 2008.

The Government of Ontario requires a Supplier with real estate, relocation and property management expertise to provide a province-wide relocation service for OPS employees. The relocation services offered by the Supplier are to include: counselling to employees, Appraisal, listing and sale of principal residence, rental and move services and comparable value assistance. The Supplier will also manage, maintain and sell Properties acquired through Take-over.

The successful Proponent will manage the sub-contracted core services to be provided by other Subcontractors (accredited Appraisers, real estate brokers, property managers and maintenance/repair Subcontractors, rental agents, and movers), and will coordinate and monitor service delivery of Sub-contracted contractors, settle issues/disputes with Sub-contracted contractors, manage expenses and pay invoices directly to the Subcontractors of such services.

The successful Proponent will be required to provide relocation services across the entire Province of Ontario, including remote and rural locations. Proposals for partial scope, either functional or geographic, will not be considered.
