Invitation to Apply for Eligibility and to Bid

Procurement of Hotel Accommodation with Meals for the
Conduct of ASEAN SOMSWD and GO-NGO Meetings and Forum
[IAEB No. GOP/08-DSWD-026A]
(Second Bidding)

1. The Department of Social Welfare and Development (DSWD), through the A.ll.a.1 Funds (SARO-BMB-B-08-0000542) intends to apply the sum of Two Million Four Hundred Forty Thousand Pesos (P2,440,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for "Procurement of Hotel Accommodation with Meals for the Conduct of ASEAN SOMSWD and GO-NGO Meetings and Forum" with IAEB No. GOP/08-DSWD-026A. Bids received in excess of the ABC shall be automatically rejected at Bid opening.

2. The Department of Social Welfare and Development (DSWD) now invites Bids from eligible Bidders for the procurement of hotel accommodation with meals for the ASEAN SOMSWD and GO-NGO Meetings and Forum. The description of an eligible Bidder is contained in Section II of the Bidding Documents, ITB.

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the "Government Procurement Reform Act," and is restricted to Filipino citizens/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to Republic Act 5183 (R.A. 5183) and subject to Commonwealth Act 138 (C.A. 138). Only Bids from Bidders who pass the eligibility check will be opened. The process for the eligibility check is described in Section II of the Bidding Documents, ITB. The bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine responsiveness of the bid to technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure.

4. Interested Bidders may obtain further information from DSWD BAC Secretariat and inspect the Bidding Documents at the address given below from Monday to Friday at 8:00 am to 5:00 pm.

5. A complete set of bidding documents may be secured by interested Bidders from the address starting June 23 until July 11, 2008 upon payment of a non-refundable fee of one thousand pesos (P1,000.00). The Bidding Documents shall be received personally by the prospective Bidder or his authorized representative.

6. DSWD will hold a Pre-Bid Conference open to all interested bidders on July 1, 2008 at 9:30 a.m., which will be held at the Administrative Conference Room (2nd) Floor), Batasan Pambansa Complex, Quezon City.

7. Bids and eligibility requirements must be delivered to the BAC Secretariat Office on or before 9:30 a.m. on July 14, 2008. All Bids must be accompanied by a Bid security in the form of cash, manager's check or cashier's check in the amount of at least one percent (1%) of the ABC or equivalent to at least Twenty-Four Thousand Four Hundred Pesos (P24,400.00). Combination of two (2) or more of any of the foregoing forms is not allowed. Late Bids shall not be accepted.

8. Bid opening shall be on July 14, 2008 at 9:30 a.m. at Administrative Conference Room, 2nd Floor (Old Building). Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address below. Late Bids shall not be accepted.

9. The prospective bidder must be a recognized five (5)-star/deluxe hotel by the Department of Tourism (DOT).

10. The Department of Social Welfare and Development (DSWD) reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
