This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested, and a separate written solicitation will not be issued.

THIS SOLICITATION WILL NOT RESULT IN AN ORDER AGAINST AN FEDERAL SUPPLY SCHEDULE. ANY OFFER WHICH IS PREDICATED UPON THE AWARD BEING PLACED AGAINST AN FSS WILL NOT BE CONSIDERED.

The purchase of 1 each Joint Interoprability Test Command (JITC) Certified Voicemail System in accordance with the attached Statement of Work (SOW) and Appendix "C"-Safety Requirements.

Clauses listed in the attached "word doucment" are also applicable to this combined synopsis/solicitation.

Price(s) should be FOB Destination (Robins AFB GA 31098). In addition to price and delivery, quote should include your cage code, DUNS number, and taxpayer ID number. Requested delivery date is 60 days ARO or earlier.

A. The purpose of modification/amendment #1 is to provide clarification to paragraph 1.3.2. statement of work (SOW).

B. The following is hereby provided for strictly for clarification purposes:

QUESTION:
I have a question pertaining to section 1.3.2. Please describe the interface requirements to the Lucent 5ESS and two Avaya S8700 telephone switches. In other words, are the Avaya S8700's integrated via PRI to the Lucent 5ESS? If so, is the existing voicemail system integrated to the Lucent 5ESS providing centralized voicemail for the Lucent 5ESS Users and the Avaya S8700 Users? If so, are the Users behind the Avaya S8700's currently receiving message waiting indication from the voicemail integrated to the Lucent 5ESS?

ANSWER:
The LUCENT switch is connected to the AVAYA S8700 switch via T1 connections and the two AVAYA switches are connected via PRI. The solution that we are looking for will only be connected to the main S8700 switch. I believe the manufacturer of the callegra solution said it would connect to the switch via analog lines but my switch will support T1, DS1, PRI or Analog so this connection will not pose a problem to us. The solution will not connect to multiple switches. Our second AVAYA S8700 switch interfaces with Voicemail via the main switch.

C. The time and date for the receipt of offers will not change. All offers are required to be submitted by

A. The purposes of modificiation/amendment #2 is to provide information for "clarification purposes only".

B. The following questions and answers are hereby provided as follows:

1. What is the current voice mail system being replaced?

ANSWER: This Voicemail System will not immediately
replace another system. This system will stand on it's
own.

2. How many ports does the current voice mail system have?

ANSWER: 161

3. Is the auto-attendant functionality used on the
current voice mail system?

ANSWER: No

a. 24 hours a day or just during certain hours?

ANSWER: N/A

4. What email platform will be used (MS Exchange/Outlook/
GroupWise,Lotus Notes, other)?

ANSWER: If the system is interfaced, it will be with
an Exchange email system.

5. How many "voice mail only" subscribers shall the new
voice mail system support?

ANSWER: 10,000

6. How many "unified messaging" subscribers shall the new
voice mail system support?

ANSWER: We would like to support 500

7. When is the bid response due?

ANSWER: All responses are due 5:00 P.M., 25 Jun 2008,
Eastern Standard Time.

8. When will a vendor be selected and notified?

ANSWER: A post-award synopsis notice will be
posted/issued in Federal Business Opportunties.

9. When will installation of the new system begin?

ANSWER: We would like to have the system installed as
soon as posible after award of the contract.

10. Where will the new voice mail system be installed?

ANSWER: Building 214, Robins AFB. In our DCO.

C. All other terms and conditions remains unchanged.

A. The prupose of amendment #3 to subject combined synopsis/solicitation is to extend the time and date for the receipt of offers and to incorporate a revised statement of work (SOW).

B. The time and date for the receipt of offers is hereby extended FROM: 25 Jun 2008, 5:00 P.M., Eastern Standard Time TO: 10 Jul 2008, 6:00 P.M., Eastern Standard Time.

C. The attached Statement of Work (SOW) dated 03 Jul 2008 is hereby incorporated and supersedes the statement of work reflected in the basic combined/synopsis solicitation. The Appnendix "C"-Safety Requirements are still applicable.

D. All other terms and conditions remain unchanged.
