The Bureau of Land Management (BLM) intends to solicit and award a sole source, purchase order under the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures to Wood Mackenzie Inc. Wood Mackenzie Inc. is the only known source that has provided the detailed and consistent supply and demand studies to satisfy BLM requirements. BLM field offices need maps, regional analyses and forecasts to manage lease and mine sales. This data is used in technical analyses and estimates of the large and valuable coal leases BLM sells every year. Other known sources do not have established technical capabilities to satisfy the BLM coal program needs for coal market evaluation. Any vendor interested in this requirement should submit clear and convincing evidence that they can meet the BLM requirement. This notice of intent is not a request for competitive quotes. However, the Government will consider all responses received by the response date stated above. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
