1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 662 of September 16, 2005
2. The Government of Albania has received credit from the International Development Association toward the cost of Integrated Coastal Zone Management and Cleanup Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for the “Construction of Sewerage and Water Works in Himara Municipality” CW/ICB/B.3.c.4/02
3. The Ministry of Public Works, Transport and Telecommunication, PCU of ICZMP now invites sealed bids from eligible and qualified bidders for the “Construction of Sewerage and Water Works in Himara Municipality” CW/ICB/B.3.c.4/02. The construction period is 5 months.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.
5. Interested eligible bidders may obtain further information from the Ministry of Public Works, Transport and Telecommunication (PCU) ; E-mail: iczmp@abcom.al and inspect the Bidding Documents at the address given below from 08:00 am to 16:30 pm, Monday through Thursday and 8.00 am to 14.00 on Friday.
6. Qualifications requirements include: a. An average annual financial amount of constructions works of not less than ALL 180,000,000 (one hundred eighty million ALL) over a period of 5 years; b. Experience as prime contractor of at least 2 (two) works of similar nature and complexity over the last 5 (five) years; c. Liquid assets/credit facilities net of contractual commitments, of not less than 25 mln ALL (twenty five million ALL); d. The Bid Security amount is 1,000,000 ALL (One Million Albanian lek)
7. A complete set of Bidding Documents in English Language may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee 15 000 ALL (fifteen thousands Albanian Lek) or equivalent. The method of payment will be with bank transfer in Albanian Lek.

The documents can be sent electronically as speedier way (this will be done after having paid the fee) but a hard copy should be sent anyway to the companies as official document. The Bidding Documents will be sent by Express Courier at the bidder’s expense.
8. Bids must be delivered to the address below at or before August 04 2008, 10.00 am, local time. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person and not on-line at the address below at August 04 2008, 10.00 am, local time.
9 All bids shall be accompanied by a Bid Security of 1,000,000 ALL.
