Construction of water supply “Livanjski horizont” section Bila-Srđevići-Podhum in Livno

Contract no: Livno-ICB-32-W-08-3954 BOS

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 642 of 16 November 2004.

2. Bosnia and Herzegovina has received credit from the International Development Association toward the cost of Urban Infrastructure and Service Delivery Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for Construction of water supply “Livanjski horizont” section Bila-Srđevići-Podhum in Livno, no. Livno-ICB-32-W-08-3954 BOS.

3. The Municipality Livno now invites sealed bids from eligible and qualified bidders for Construction of water supply “Livanjski horizont”, section Bila-Srđevići-Podhum in Livno.
The construction period is three months.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.

5. Interested eligible bidders may obtain further information from Municipality Livno, Trg branitelja Livna br. 1, Mr Ante Knez, telephone: 00387 34 202 222, facsimile number: 00387 34 200 315, electronic mail address: opcinsko.vijece.livno@tel.net.ba,
and inspect the Bidding Documents at the address given below from 9:00-13:00 hours (local time).

6. Qualifications requirements include
- The minimum required annual financial amount of construction works in any of the last three years shall not be less than the equivalent of 5,000,000.00 BAM.
- At least 2 (two) successfully completed contracts over the last 3 (three) years for construction of water supply pipelines with diameters not less than DN 280 mm profile, PEHD pipes, and with total length of pipelines not less than 4,000.00 m.
- The minimum amount of liquid assets and/or credit facilities net of other contractual commitments of the successful Bidder shall be 250,000.00 BAM.
- The essential equipment to be made available for the Contract by the successful Bidder shall be:
Geodetical equipment: teodolit with equipment, levelling device
Bricklaying sets and carpenter`s sets
Motor vehicle for transport of people and smaller equipment
Machines for earthworks: combined skip (or separately loader and trencher), or machine for digging, skipping machine, crane, vibrator, compaction machine with vibration
Machines for transportation and compaction of concrete: mixer, pump for concrete, vibrator for concrete
Machine for cutting and bending of armature
Aggregate for production of electrical energy
Device for electro-fusional welding of PEHD pipes.
- Key Personnel: Site manager, construction foremen, skilled personal for performing construction and installation works on pipeline.
A margin of preference for eligible national contractors/joint ventures shall not be applied.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee of 100 BAM or 50 Euros. The method of payment will be through direct deposit to below specified account number.

8. Bids must be delivered to the address below at or before 12:00 p.m. on August 06, 2008. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at 12:00 p.m. on August 06, 2008.

9. All bids shall be accompanied by a Bid Security, in amount of minimum 14,000.00 BAM or an equivalent amount in a freely convertible currency.
