Expressions of interest

The Federal Democratic Republic of Ethiopia (hereinafter called “Borrower”) has received credit from the International Development Association (IDA) toward the cost of Public Sector Capacity Building (PSCAP) Support Project. The Borrower intends to apply a portion of the funds to eligible payments under the contract for - Producing Comprehensive Long Term Capacity Building Manual and Implementation Modalities, For the Kebeles Capacity Building Initiative.

The service includes:
1. Define, identify and assess capacity gaps of sample kebeles
2. Develop capacity requirements, organizational and staff developments
3. Develop an overall kebele capacity building manual indicating programs of actions
4. Propose implementation modalities
5. Develop training and capacity development manuals

The Ministry of Capacity Building now invites eligible individual consultants to indicate their interests in providing the services. Interested consultant must provide information indicating that they are qualified to perform the services as per the minimum qualification criteria listed below,(curriculum vitea, documentary evidence of academic background, related experience of the assignment , and knowledge of local conditions).

The interested consultants should have the following minimum qualification:
 PHD/MA/MBA/ MA/in Management, public administration, economics, or developmental studies
 fifteen years of practical experience in communities /local development and local level capacity building
 proven experience in public management reform in a decentralization environments
 innovative & creative in piloting models & problems solving & procedures manual preparation
 excellent in change management &communication skills
 having a track record of high quality projects output
 a good command of English language

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 and revised October 1, 2006.

The estimated level of effort is 4 months
