Management and Communication Support

"THIS DOCUMENT CONTAINS A SECURITY REQUIREMENT"

This PWGSC office provides procurement services to the public in
English.

This requirement is for the provision of management and
communications support to Peace Support Training Centre (PSTC)
of DND located in Kingston, Ontario. The proposed company will
manage all personnel provided by them, who will be delivering
communication to specified theatre of operations. The
contractor will be responsible for sourcing, administering, and
supervising personnel that can assist in developing and
maintaining audio, visual, and audio-visual products, including
radio broadcasting, print products and training for identified
CF personnel as theatres of operations are identified.

The proposed contractor will provide On-Site Representative, who
will oversee the contract under this contract. As well, a
minimum of 15 personnel are required under the categories listed
below upon award of contract.

Personnel are required in the following categories:

1.        Broadcast Journalist support.
2.        Broadcast Presenter support and training.
3.        Language and Cultural Advisor support.
4.        Broadcast Studio Engineer support.
5.        Print Production support.
6.        Information analysis support and training.
7.         Onsite management support

Initial contract period is 1 year from date of contract award
with an option to extend for an additional 1 year period.

SECURITY REQUIREMENT FOR CANADIAN SUPPLIER:

1.     The Contractor/Offeror must, at all times during the
performance of the Contract/Standing Offer, hold a valid
Facility Security Clearance at the level of NATO SECRET, issued
by the Canadian Industrial Security Directorate (CISD), Public
Works and Government Services Canada (PWGSC).

2.     The Contractor/Offeror personnel requiring access to
PROTECTED/CLASSIFIED information, assets or sensitive work
site(s) must EACH hold a valid personnel security screening at
the level of RELIABILITY STATUS or SECRET as required, granted
or approved by CISD/PWGSC.

3.    The Contractor/Offeror personnel requiring access to NATO
CLASSIFIED information, assets or sensitive work site(s) must be
citizens of a NATO member country and EACH hold a valid
personnel security screening at the level of NATO SECRET,
granted or approved by a NATO national security authority.

4.    The Contractor/Offeror personnel requiring access to FOREIGN
CLASSIFIED information or assets must EACH hold a valid
personnel security screening at the level of SECRET, granted or
approved by CISD/PWGSC.

5.     The Contractor/Offeror MUST NOT remove any
PROTECTED/CLASSIFIED information from the identified work
site(s), and the Contractor/Offeror must ensure that its
personnel are made aware of and comply with this restriction.

6.     Subcontracts which contain security requirements are NOT to
be awarded without the prior written permission of CISD/PWGSC.

7.     The Contractor/Offeror must comply with the provisions of
the:

    (a)     Security Requirements Check List and security guide (if
applicable), attached at Annex "E"
    (b)     Industrial Security Manual(Latest Edition).

The Crown retains the right to negotiate with suppliers on any
procurement.
