Invitation to Apply for Eligibility and to Re-Bid


Construction of Covered Court, Vitali

Construction of covered court which involves excavation, backfilling works, structural
cocnrete, built-up steel frames, roofing, electrical and painting works
(Brief Description of Works)

1. The CITY GOVERNMENT OF ZAMBOANGA, through the General Fund [SB #01 FY 2007] intends to apply for Re-Bid the sum of TWO MILLION ONE HUNDRED THOUSAND PESOS (P2,100,000.00) ONLY being the Approved Budget for Contract (ABC) to payments under the contract for Construction of Covered Court, Vitali. Bids received in excess of the ABC shall be automatically rejected at Bid Opening.

2. The CITY GOVERNMENT OF ZAMBOANGA now calls for the submission of Letter of Intent (LOIs) from potential Bidders to apply for eligibility for Construction of covered court which involves excavation, backfilling works, structural cocnrete, built-up steel frames, roofing, electrical and painting works. Bidders should possess a valid PCAB license applicable to the above type and cost of contract, have completed a similar contract with a value of at least fifty percent (50%) of the ABC and to meet the other minimum eligibility requirements stated in the Eligibility Documents. Interested Bidders must submit their LOIs on or before June 25, 2008 at 5:00 P.M. in the Procurement, Acquisition and Awards Office, City Hall, Zamboanga City and secure the Eligibility Documents there from. Applications for eligibility will be evaluated on a "pass/fail" basis. The last day of the submission of the accomplished eligibility Documents shall be on the date of the opening of Eligibility Documents on June 26, 2008 at 12:00 Noon in the Procurement, Acquisition and Awards Office, City Hall, Zamboanga City. Only those Bidders passing the eligibility check will be entitled to purchase the Bidding Documents.

3. Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act 9184 otherwise known as the "Government Procurement Reform Act" and is restricted unless otherwise stated, to organizations with at least seventy-five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines. In accordance with the IRR-A of RA 9184 only Bids from eligible Bidders will be opened and a contract will only be awarded to the Lowest Calculated and Responsive Bidder who was determined as such during post-qualification.

4. Interested Bidders shall submit their accomplished Eligibility Documents to the BAC Secretariat at Procurement, Acquisition and Awards Office, City Hall, Zamboanga City on or before June 26, 2008 at 12:00 Noon

5. Interested Eligible Bidders may obtain further information from the CITY GOVERNMENT OF ZAMBOANGA and inspect the Bidding Documents at the address given below from 8:00 am to 5:00pm, starting June 27 to July 10, 2008.

6. A complete set of Bidding Documents may be purchase by Bidder that passed the eligibility check upon the presentation of the Notice of Eligibility to the BAC Secretariat, at the address below and upon payment of a nonrefundable fee of P2,000.00. The Bidding Documents shall be received personally by the bidder or his authorized representative on or before July 10, 2008 at 10:00 A.M.

7. The CITY GOVERNMENT OF ZAMBOANGA will hold a Pre-Bid Conference open to all Eligible Bidders on July 11, 2008 at 10:00 A.M in the City Mayor's Office, Conference Room, City Hall, Zamboanga City.

8. Eligible Bidders must submit their Bids at the address below on or before July 23, 2008 at 10:00AM. All Bids must be accompanied by a Bid Security in the form of Cash, Check, Certified Check, Cashier's Check, Manager's Check payable to the City Treasurer, Bank Draft, Irrevocable Letter of Credit and in an amount of P21,000.00 or Bank Guarantee in the mount of P31,500.00 or Surety Bond in the amount of P52,500.00 or an equivalent amount in a freely convertible currency. Late Bids shall not be accepted. Bid opening shall be on July 23, 2008 at 10:00AM. Bids will be opened in the presence of the Bidder's representatives who choose to attend at 10:00 A.M in the City Mayor's Office, Conference Room, City Hall, Zamboanga City.

9. Completion of the Works is required by Ninety Nine [99] calendar days.

10. The CITY GOVERNMENT OF ZAMBOANGA reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
