II.1.3) The notice involves: The conclusion of a framework agreement.
II.1.4) Short description of the contract or purchase(s): The European
Parliament occupies a building complex in Luxembourg made up of
medium-rise and high-rise buildings, with a total surface area of 190 000
m². This site comprises 5 public access buildings (high-rise and
medium-rise) and a storage depot. An extension to the KAD Building and the
opening of a new reception area in the Goldbell Building are currently
under consideration. Should these be finalised while the contract is
underway, this will mean important modifications to the way in which the
general security, fire-safety and security-accreditation systems are
organised, for example, the creation of a sole security dispatch centre.
As the institution wishes to be accessible to citizens, it receives
approximately 20 000 visitors per year, in addition to its MEPs, staff and
external staff. There are no significant fluctuations in the work regime,
with the exception of special events. However, numbers of staff present
will vary according to working days, office closing days, public holidays,
nights and weekends. The contractor shall install, at his own expense, a
computerised system for monitoring rounds, linked to the radio system in
field 4; an internal transmission system for written data; and a
computerised clocking-in system. These installations shall be used by both
the contractor's staff and the European Parliament's Security Unit, and by
other departments in case of emergencies.
Field 1: general security services, including surveillance, screening and
dispatching services:
— filtering and access control, aided by baggage scanners and walk-through
detectors,
— close protection,
— surveillance rounds (with watch clock) within the buildings and around
the outer perimeter,
— inspection of mail, parcels and deliveries by scanner,
— operation of the security control station (CCTV, 'CAAI' and call
centre), central radio facility, etc.,
— assistance for the Security Unit during official or other visits,
— interventions,
— drawing up detailed reports.
Field 2: fire-safety services, under the regulations to counter the risks
of fire and panic:
— surveillance rounds (with watch clock) within the buildings and around
the outer perimeter,
— prevention of fire risks,
— on-site intervention and assistance to people,
— inspection of fire-safety installations,
— operation of the fire-safety control system,
— drawing up detailed reports.
Field 3: security-accreditation services and services to operate an
access-card production system:
— create the security-accreditation cards in compliance with the Security
Unit's in-house provisions and general rules,
— encode and save visitor identification data,
— consult, feed and update the access-card software database,
— confidentiality.
Field 4: supply, installations, commissioning and maintenance of a
complete radio-communication network infrastructure (TETRA).
