Solicitation W81XWH-08-R-0024 will be issued ON OR ABOUT 2 July 2008 and proposals will be due on or about 4 August 2008. No hard copies of the solicitation will be issued by this contracting office. All interested parties can view, download and print a copy of the solicitation and any resulting amendments ON OR ABOUT 2 July 2008 at www.usamraa.army.mil, click on Solicitations. In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the Central Contractor Registration (CCR) database. CCR registration can be accomplished at the following website: www.ccr.gov or by calling (888)227-2423. This procurement is full and open competition. The North American Industry Classification System (NAICS) code for this procurement is 541690. Scope of Work: Contractor shall provide professional services for Human Subjects Protection Scientist (HSPS) support, executive administrative support, and supervision for HSPS for USAMRMC, ORP. All of the research protocols managed by the USAMRMC that involve human subjects must be reviewed for compliance with human subject protection regulations and current ethical standards. The support is for review of each research protocol and protocol life cycle action for regulatory compliance before it is sent for approval authority for action. The support involves working with a Principal Investigator on finalizing the development of a detailed protocol to support a proposal that is being submitted from an area to which congressional funds were directed. Staff members provide life cycle management from the time a proposal is first submitted until the proposal file is retired. Proposals will be evaluated on a tradeoff (best value) basis and any resulting contract will include a base year and four option periods.
